the turning point of century, it is necessary a prospect of future. The meaning of the future prospect lies in forecasting on the basis of the past experience, how the world may change in the future, and establishing a direction, in which the future will change recommendably.
Reflected upon the 20. century, that started with advocating the liberty and the equality, three ideologies
― liberalism, conservatism, and socialism ― have developed as restrainting and struggling each other about the modernity and the justfying of the change in the following : to restrict the dangerous of the opponent as possible, to accomplish the welfare of the mankind rationally as possible, or to accelerate making a dash for the progress on struggling with the powerfully resisting party thoroughly. But nowadays in the turning of century, socialism having broken down and liberalism having disclosed self-contradiction, we fall into a dillema. The achievement of the equality has been failed in the communist countries, and the policy of the welfare under the capitalism has been disclosed as a deceptive artifice. We are about to meet the 21. century in a despair, a breakdown, and a confusion.
Prospected the comming 21. century, the worth of the human must be esteemed, the solidarity of social members must become wide and long, and the harmony of human with the nature must be attained. For these, inequality will be disappeared. With equality, we must have a difference of the individuality, character, hobby, emotional quotient, personality etc. The most important social issue of the 21. century is that the individual accept the difference each other and maintain the solidarity of community. Thus the
future must adopt the democracy in politics and the socialism in economy, so to speak, the social democracy, that think relatively more of the equality than the liberty.

세기가 전환되는 시점에서는 미래에 대한 전망이 요구된다. 미래에 대한 전망은 지나온 경험을 바탕으로 앞으로 세계가 어떻게 변화할 것인가를 예측하고, 바람직한 방향으로 변화할 수 있는 방향성을 설정하는 데에 그 의의를 두고 있다.
자유와 평등의 기치를 높이 들고 출발했던 20세기 회고해 보건대, 근대성과 변화의 정상화에 대하여 자유주의, 보수주의, 그리고 사회주의라는 세 이데올로기가 다음과 같은 방식으로 서로 견제와 투쟁을 하면서 발전해 왔다 : 가능한 한 그 위험을 제한하는 것, 가능한 한 합리적으로 인류의 행복을 성취하는 것, 혹은 강력하게 저항하는 세력과 철저히 투쟁함으로써 진보를 향한 돌진을 가속화하는 것. 그런데 사회주의가 붕괴되고, 자유주의가 자기 모순을 드러냄으로써 세기의 전환기인 오늘날 우리는 딜레마에 빠져 있다. 공산주의 국가의 평등실현은 실패했으며, 자본주의 하의 복지정책은 체제를 유지하기 위한 기만술책으로 판명되었다. 우리는 절망과 좌절 및 혼돈 속에서 21세기를 맞이하게 되는 셈이다.
다가올 21세기를 전망해 보건대, 미래사회는 인간의 가치가 존중되고, 인간간의 연대가 넓고 길어져야 하고, 자연환경과도 조화를 이루어야 한다. 그러기 위해서는 불평등을 해소해야 한다. 평등한 가운데 개성, 소질, 취미, 감성지수, 인격 등의 차이를 누려야 할 것이다. 개인이 차이를 인정하면서도 공동체의 유대성을 유지하는 일이 21세기의 가장 중요한 사회문제일 것이다. 그러므로 정치적으로는 민주주의, 경제적으로는 사회주의, 다시 말해 자유보다는 평등을 상대적으로 중요시 하는 사회민주주의로 나아가야 할 것이다.
