In the research of "Human Genome Project" which has been progressed under the slogan of an incurable fatal disease cure, we have finally got to the stage that we have to worry about the future of human beings rising at the level of 4 questions as follow. ① What do we know about human genetics? ② What are the key problems we must face in applying this genetic information in the solution of human problems? ③ Can we secure the diversity of human beings in applying genetics to human problems? ④ What are the social responsibility considered preferentially in conjunction with the misuse and abuse of genetic informations? The first theme is about functions of genes and their mechanism, and is given an answer from the reductionism and gene determinism a method universalized in modern science. A second theme is resulted necessarily from the first. Here becomes eugenic program an issue. But we are asked a third question to inquire into the problems of eugenics in the genetic research. So a third theme deals in the question how to be allowed the eugenic trend in the genetic research. A fourth theme, which is asked about a social responsibility of the genetic research, leads us to reflect on the bio-engineering ethics. We think the most important elements in the bio-engineering ethics are "right", "human nature" and "dignity", so we examine what the resource of human right is in the era of bio-engineering and how to be related between human nature and dignity.

인류의 마지막 난제인 난치병 치료라는 슬로건 아래 진행된 “인간유전체연구”(HGP)는 본래의 목적과 달리 다음과 같은 네 개의 물음 수준에서 인류의 미래를 걱정해야 하는 단계에 이르렀다. ① 우리는 인간 유전자에 대해 무엇을 알고 있는가? ② 유전정보를 이용한 인간적 문제 해결에서 당면하게 될 주요 문제는 무엇인가? ③ 유전학은 인간적 다양성의 물음을 존중해 줄 수 있는가? ④ 유전정보 이용의 오․남용과 관련하여 우선적으로 고려되어야 할 사회적 책임이란 무엇인가? 첫 번째 물음은 유전자의 기능과 작동 메커니즘에 관한 것이고, 이에 대해서는 “환원주의”와 “유전자 결정론”이 대답할 것이다. 두 번째 물음은 첫 번째 물음의 필연적 귀결이다. 즉 근대 과학의 환원주의와 유전자 결정론은 필연적으로 우생학 프로그램으로 귀결되는 바, 우리는 유전정보를 이용함에 있어서 생겨날 우생학의 문제를 살펴본다. 세 번째 물음의 주제는 학제간의 연구이지만, 인간의 근원적 도덕성을 훼손하지 않고 인간적 목표 달성에 충실해야 함을 강조한다. 네 번째 물음인 사회적 책임에는 responsibility와 accountability가 있다. 유전학이 져야할 사회적 책임이란 당연히 윤리적인 responsibility와 관련한 것이며, 여기서 우리는 생명 엔지니어링의 윤리에 관해 살펴본다.
