It has been almost 5 years since 1 July 2006, when municipal police system was adopted in Je-ju island. It was quite experimental to execute the new system, after government once discussed introducing it for effectively addressing the increasing need of public security in the metropolitan city. Above all, the municipal police has been facing problems how it matches up to expectation of inhabitants in the Je-ju island. Therefore, as introduction of the municipal police system isn't directly related to protection for residents, this research proposes desirable way of municipal police doing a analysis from a viewpoint of education system, organizational structure and scene-centered. In this research, efficient reformation of a municipal police is suggested for resolving problems such as problem of twofold education -autonomous education of police and education of Je-ju resource development center involved in education about legislation of special judicial police system and so on-, institutional problem of a municipal police-conflict of task mechanism between municipal police and state police- , problem of staff and equipment, hierarchical structure problem of municipal police's organization and problem of being biased to administration in task of muncipal police. Based on this, if improvement of a municipal police is continued to find an echo in most nation in terms of achievement of refined localization, then it is expected to bring settlement of a municipal police in Korea closer.

2006년 7월 1일 제주도에 자치경찰이 도입 된지도 벌써 5년이 도래한다. 날 로 급증하는 광역 치안수요에 효율적으로 대처할 수 있는 경찰체제 확립의 일 환으로 정부의 자치경찰제 논의가 있는 후 제주도 자치경찰 실행은 경찰체제 에 또 다른 체제의 실험적 실행이었다. 무엇보다도 제주도민의 기대에 부흥하는 자치경찰로서 역할을 할 수 있으리라는 기대감 안 고 있었기 때문이다. 따라서 본 연구는 자치경찰제를 도입이 곧 바로 주민보호가 이루어지는 것이 어렵기 때문에도 교육제도측면, 조직구조측 면,현장 중심적 측면의 분석하고,바람직한 자치경찰의 방향을 제시해본다. 문 제점으로는 경찰자치교육과 특별사법경찰관리의 법령 등 교육한 제주인재개발 원교육의 이중적 교육문제와 자치경찰제도상의 문제점으로 자치경찰과 국가경 찰간의 업무구조문제와 인원 장비문제점, 자치경찰의 조직 계급 구조상의 문제 점, 자치경찰업무의 행정화 현상 우려의 문제점 등이 있으며 이에 따른 효율적 인 자치경찰의 개선방안을 제시하였는데. 정진한 지방분권을 이룬다는 차원에 서 대다수 국민들이 공감하는 제대로 된 자치경찰제가 개선되어 나간다면 더욱 대한민국의 자치경찰 정착의 시기를 앞당겨 질것이라 기대해 본다.
