Public space and publicness discourse are thoroughly derived from majority. Thus the social minority has been constantly excluded from public space. However, existing rights discourses such as human rights, citizenship and housing rights do not properly address this problem. This is due to the fact that the subject of exercising the rights does not include the minority, and the narrow view of the rights overlooks the appropriation for public space. A new paradigm of the rights discourse is required, and this paper alternatively suggests 'the right to the city'. 'The right to the city' based on 'the recognition of difference' could product a hybrid public space, not a substitute 'wrong' for 'difference'. This paper identifies that the minority in public space can obtain 'the right to the city' more effectively by the strategic tools for 'solidarity'.

공공공간 및 공공성 담론은 철저하게 다수자 중심으로 구성된 산물이다. 그래서 사회적 소수자는 끊임없이 공공공간으로부터 배제를 당해 왔는데, 인권이나 시민권, 주거권 등과 같은 기존의 권리 담론들은 이를 해결할 수 있는 적절한 개념으로 기능하지 못하고 있다. 권리 행사의 주체에 소수자는 포함되지 않았을 뿐만 아니라, 공간을 협소한 개념으로 바라봄으로써 공공공간에 대한 전유라는 차원을 간과하고 있기 때문이다. 결국 새로운 패러다임의 권리 담론이 필요한 시점이고, 이에 필자는 ‘도시에 대한 권리’를 그 대안으로 제시한다. ‘차이에 대한 인정’에 기반한 ‘도시에 대한 권리’는 혼종적 공공공간을 가능케 하며, 더 이상 ‘다름’을 ‘틀림’으로 치환하지 않는다. 본 연구는 공공공간의 소수자들이 ‘연대’라는 전략적 도구를 통해 ‘도시에 대한 권리’를 효과적으로 확보할 수 있음을 밝히고 있다.
