As the recent death of Osama Bin Laden escalates the threat of terrorism over the world, we are also demanded to strengthen counter-terrorism activities especially because we will host important international events, such as the G50 Nuclear Security Summit soon. Focusing on intelligence activities conducted by the police, this article compares ‘Archangel Operation’ by the Los Angeles Police Department (LAPD) with our counter-terrorism activities. LAPD's Counter-Terrorism and Criminal Intelligence Bureau(CTCIB), which is in charge of counter-terrorism intelligence activities, maintains a immediate response system to any terrorism situation and criminal investigation function. CTCIB heightens its efficacy in assessing the risk of terrorism through sharing intelligence with FBI's FIG(Field Intelligence Group). 'Archangel Operation' aims at protecting critical infrastructure and important resources by adopting preventive strategies and utilizing a special security team. In Korea, however, no counter-terrorism intelligence department exists in the Police Agency. Moreover, the network system does not work well between the level of intelligence collection by patrol officers and the level of intelligence analysis by the risk management center at the Police Agency. Thus, we have to build a national-level organization that is specialized in counter-terrorism activities and enact a law to operate it. The police should establish a counter-terrorism intelligence department with the organization and set up an effective network system for sharing and analyzing terrorism intelligence.

최근 오사마빈 라덴(Osama Bin Laden)의 사망으로 인해 전 세계적으로 테러 위협이 증폭되면서 G50 핵안보 정상회의 등 국가적 중요행사를 앞두고 우리나라 역시 ‘테러예방활동’이 그 어느 때보다 중요한 시점이라 하겠다. 이 논문에서는 국가 대테러활동 가운데 경찰의 대테러 ‘정보활동’과 관련하여 미국 경찰, 특히 로스앤젤레스경찰의 ‘대천사 활동’을 중심으로 우리나라의 경우와 비교하여 살펴본 후 시사점을 제시해 보았다. 로스앤젤레스경찰(LAPD)은 ‘대테러 및 범죄정보국’을 중심으로 ‘대테러 정보활동’은 물론 이와 연계한 수사 및 각종 테러 상황에 대한 즉응체제를 갖추고 있고, 연방경찰(FBI)인 현장정보단(FIG)과의 정보공유 등을 통해 테러위험 평가 및 대응에 있어 실효성을 높이고 있다. 또한, 테러 등 위기상황 발생 시 국가 중요시설 및 자원을 보호하기 위해 ‘대천사 작전’ 프로그램을 운영함으로써 사전에 중요시설에 대한 평가 및 예방대책을 마련하고 특별경호팀을 통해 가시적 예방효과를 거두고 있다. 하지만, 우리나라 경찰의 경우 아직까지 ‘테러정보’ 전담 조직이 마련되어 있지 않고, 지구대 경찰을 비롯한 전국적인 지역경찰활동을 통해 수집되는 테러 관련 정보를 분석․처리한 후 경찰청 위기관리센터 등과 실시간 공유․활용할 수 있는 시스템 구축이 이루어지지 않아 대테러 정보활동에 있어 많은 과제를 안고 있다. 따라서 대테러활동을 위한 국가 차원의 전담조직 구축이나 기본법 제정 등을 위한 노력과 함께 경찰 자체적으로 ‘테러정보’ 전담조직 신설 및 테러정보 분석․공유 시스템 구축 등 우선 시행 가능한 과제부터 시급히 선결하는 것이 필요하다고 보인다.
