This paper evaluated the activities of local councilors in the 5 borough councils in Gwangju metropolitan city. In order to evaluate the activities, some quantitative and qualitative indices are created. The indices are categorized into 6 areas according to councilor’s activities such as motions of bylaws, plenary activities, committee activities, activities in budgeting and accounting, activities in auditing and investigating, and activities in introducing petitions. The results are made by analyzing all the council proceedings in the 5 boroughs. The 5 borough councils are ranked according to the score each council got from the analysis(the highest is 48 points and the lowest is 32 points). The rank can be used as an index which enhance the accountability and sound operation of the council. This paper suggests three policy implications. First, expanding the influence of policy makers. Second, disclosing attendance rate of the councilor in the homepage and the bulletin board of the local council. Third, breaking the traditional convention of respecting the decision from the permanent councilors. Fourth, councilor evaluation should be introduced and institutionalized to erase the negative image of councils. Fifth, parties should take into account the evaluation results when nominating the local election candidates.

이 연구는 지방의회의 활동에서 기초의회의 원내 활동을 중심으로 정량적·정성적 평가지표를 개발, 적용, 분석한 후, 정책적 함의를 논의하였다. 평가지표는 조례, 본회의 및 상임위 활동, 예·결산, 행정사무 감사·조사, 청원 등 총 13개 항목이다. 연구 대상은 광주광역시의 제5대 지방의회 5개 구 의회이며, 회의록을 분석하였다. 의정활동의 평가지표를 분석한 결과, 광산구 의회가 1위로 48점을 받았으며, 서구 의회는 32점으로 최하위였다. 의정활동에 있어 1위와 5위의 차이는 기초의회의 의정활동이라는 책임성을 제고하고, 건실한 활동을 촉구할 수 있는 지표가 될 수 있다. 현재 지방의회가 상임위 중심으로 운영되고 있지만, 실제로는 소속 의원 수의 많고 적음에 따라 상임위 활동의 강화 혹은 약화로 나타났다. 의원 수가 적은 구 의회는 중요 안건을 본회의에서 주로 결정하고 있었다. 반면에 의원 수가 많은 구 의회는 해당 상임위가 결정한 안건의 경우, 본회의에서 형식적 절차를 밞아 안건을 결정하고 있었다. 특히 상임위의 역할과 기능이 활성화된 구 의회는 조례의 원안 가결, 상임위가 결정한 예산의 원안 통과 등의 빈도가 매우 높은 것으로 나타났다. 의정활동에 대한 정책적 함의로는 첫째, 정책 제안자로서 역할의 확대 둘째, 구 의회 홈페이지 및 구정 홍보지에 의원 출석률의 공개 셋째, 상임위원회 결정의 존중이라는 관행의 타파 넷째, 의정활동의 부정적 측면의 해소 그리고 활성화를 위해 ‘의정활동의 평가’라는 제도적 장치의 도입 다섯째, 구 의원의 의정활동에 대한 평가 결과를 정당 공천의 주요 자료로 반영한다.
