The Committee Examination Report is a document that researches and analyzes the bills sent to a Committee from a technical and objective point of view, which is then submitted and presented to the Members of the National Assembly by the Staff Director at the Committee Meeting. According to the analysis of factors that affect on the examination report, only political and administrative factors are found to be meaningful, and the majority of survey respondents recognize a significant influential power of the examination report. As for the problems associated with the examination report, there are issues such as shortage of Committee research staff, lack of time spent on researching and analyzing bills, asymmetrical information between the legislative and executive branches, a need to ensure political neutrality and objectivity, and insufficient expertise of staff. To address the above-mentioned issues, we need an increase in the number of Committee research staff, extension of time period of examination, simplification of the process of requesting government data, development of pool of experts for reinforced specialty.

이 글은 상임위원회 전문위원 검토보고서의 영향요인과 영향력에 대해 실증적으로 분석하고 문제점에 대한 대안을 제시한 논문으로 상임위원회 검토보고서란 국회의 위원회로 회부되어 심사되는 안건에 대해 전문위원이 전문적·객관적인 입장에서 내용의 타당성과 문제점, 개선방안, 기타 필요한 사항을 조사·연구·검토하여 이를 위원회 위원들에게 배부하고 회의장에서 구두 보고하는 문서이다. 검토보고서에 영향을 미치는 요인분석에서는 정치적 요인과 행정적 요인만이 유의미한 것으로 나타났고, 검토보고서가 위원회 심사과정에서 어느 정도 영향을 미치는가에 대해서는 응답자 다수가 상당한 영향력에 동의하였다. 현행 검토보고서의 문제점에 대해서는 상임위원회 조사인력의 부족, 검토시간의 부족, 정부와의 자료 비대칭성, 정치적 중립성·객관성 확보문제, 담당자의 전문성 등이 문제로 제기되었고, 이러한 문제점들을 해결하기 위하여 상임위원회 인력의 확충, 검토기간의 연장, 정부에의 자료 요구권 절차 간소화, 상임위 담당자 교육과 전문가 풀(pool)확보로 전문성 보강 등이 대안으로 제시되었다.
