Though Korean political parties have introduced various methods of candidate selection, it dose not reach the level of institutionalization yet. Whenever election season comes, political parties compete for reforming their candidate selection methods. The purpose of this paper is to explore the influencing factors in choosing candidate selection models. For this purpose, this paper classifies three candidate selection models-bottom-up, top-down, and mixture models, and argues each model’s strength and weakness. Abstract· In choosing candidate selection methods, many researches have focused on intraparty democratization, inclusiveness and decentralization at the institutional perspectives. It is my understanding that additional factors are efficiency and fairness on this level. On the candidate traits perspectives, morality, party identification, competitiveness, and competence are very important factors to be considered in choosing of candidate selection methods. The argument concludes that there is no grand model which can be applied at any types of election because of their merits and demerits. In the end, this paper suggests the feasible models for the different election types.

한국의 정당들은 다양한 형태의 공직후보결정모형을 도입하였으나 아직도 제도화단계에 이르지 못하고, 선거 때만 되면 공천개혁 차원에서 변화를 모색하고 있다. 본 연구의 목적은 정당의 공직후보결정모형을 선택할 때 고려해야 하는 요인을 논하는 데 있다. 정당의 공직후보결정모형을 (1)민주형(상향식)-완전개방형, 부분개방형, 당내 개방형, (2)권위형(하향식)-당주도형, (3)절충형(타협식)-분산인준형 등으로 분류하고 각각의 장단점을 살펴보았다. 오랫동안 진행된 공직후보결정모형에 대한 연구는 주로 제도적 측면에서 당내 민주화, 개방성, 분권화 등에 초점을 맞추어 왔다. 하지만 정당에서 공직후보결정모형을 선택하는 데는 제도적 차원에서 민주성은 물론 효율성과 공정성, 그리고 후보의 자질측면에서 도덕성, 정체성, 경쟁성, 전문성 등을 동시에 고려해야 한다는 사실을 강조하였다. 공직후보결정모형을 제도적 기준과 후보자의 자질요인과 각각 비교해 본 결과 장단점이 발견되었다. 모든 선거유형에 동시에 적용할 수 있는 최선의 단일모형은 존재할 수 없다는 결론을 얻었다. 따라서 선거유형별로 다양한 공직후보결정모형을 달리 선택해야 한다는 전제아래 현실적 대안을 제시하였다.
