It is not a strange word for Koreans, “Politics is a rotten apple.” This paper aims at examining whether this statement is empirically supported. For this purpose, we suggested an index which measures a level of subjective political corruption in a relative term. Utilizing survey data from 2000 to 2009, we found that the statement is verified; neither subjective corruption toward politicians has been improved in an absolute term, nor has the level been changed in comparison with other areas of society. We conclude that despite the efforts by elected officials and academia the level of subjective corruption has not ameliorated. It is suggested, therefore, that the new direction of policy is needed to improve the level of subjective political corruption.

한국인에게 “정치가 가장 썩었다”라는 말은 낯선 말이 아니다. 본 연구는 이러한 진술이 경험적으로 신빙성이 있는 진술인지를 밝히는 데 목적을 두고 있다. 이를 위하여 본 연구는 정치인에 대한 부패인식을 개념화하고, 정치부패에 대한 인식을 상대적으로 관측할 수 있는 지수를 제시하였다. 이러한 정치부패 인식지수를 통하여 2000년부터 2009년까지 한국인을 대상으로 한 설문조사를 분석한 결과, 한국인이 인식하고 있는 정치인의 부패인식은 절대적인 수준에서도, 그리고 다른 분야와의 비교를 통한 상대적 수준에서도 감소되지 않은 것으로 나타났다. 따라서 본 연구는 그간 정부와 학계의 지속적인 정치부패 개선 노력에도 불구하고 국민의 정치부패 인식이 변화하지 않았다는 결론을 내리고 있다. 이러한 결론에 기반을 두어 본 연구는 정치부패 인식 개선에 대한 보다 체계적이고도 전향적인 변화의 필요성을 제시하고 있다.
