This study proves that iron&steel industry is important by International Comparison Analysis of IO table about 6 major countries of iron&steel export(Germany, Japan, Belgium, United States, France, Korea). The iron&steel industry of Korea is very important because the ratio of iron&steel industry to whole industry in production, added value, export and the linkage effect are greater among 5 other countries. Despite of these importance, the trade balance of iron&steel industry is deteriorating. So this paper is trying to show the problems the iron&steel industry in Korea is confronting by comparing Korea with 5 other countries. Input-output table presented with OECD is used to analyze the problem of Korean iron&steel industry. First, the iron&steel industry has lower effect on production inducement among other 5 major export countries. Second, the effect on added value inducement of Korean iron&steel industry is lower than others. Third, the rate of foreign exchange earning from export of that is lower, And last Korean iron&steel industry has higher labor cost.

본 연구는 6대 철강 수출국인 독일, 일본, 벨기에, 미국, 프랑스, 한국의 철강 산업에 대한 국제 비교를 통해 국내 철강 산업의 문제점을 분석하는 것을 목적으로 한다. 한국 철강 산업은 전산업에서 차지하는 생산과 부가가치 비중이 크며, 또한 전후방연쇄효과가 크고 수출 비중 및 고용 비중이 커 중요한 산업으로 분류된다. 그럼에도 불구하고 한국 철강 산업의 무역수지는 악화되고 있다. 이와 같이 철강 산업의 무역수지가 악화되고 있는 것은, 여러 가지 문제점이 있는 것으로 판단된다. 이를 살펴보기 위해 OECD에서 제공하는 산업연관분석표를 활용했다. 분석 결과 노동생산성은 높은 수준이지만, 순 생산유발효과는 6대 수출국에 비해 낮은 것으로 나타나 산업연관효과가 미약하다고 할 수 있다. 또한 한국 철상산업의 순 부가가치 유발효과 역시 낮았으며, 생산 1단위당 부가가치 창출 효과도 낮은 수준을 보였다. 철강 산업의 수입 투입률이 분석대상 6개국 중 가장 높았으며, 이 때문에 외화가득률이 낮은 수준을 보인 것으로 판단된다. 전산업 중 철강 산업 피용자 보수 비중과 노동 비용 비중이 분석대상 6개국 중 가장 높은 것으로 나타났다. 이를 요약할 때, 6대 주요 수출국과 비교한 한국 철강 산업의 문제점은 산업연관효과 미약, 부가가치 창출이 미흡, 외화 가득률 저조, 고임금 등 4가지를 들 수 있다.
