The current study analyzes the issues and problems regarding the direct election system for Superintendent based on the experiences both of the researcher as a candidate as well as the other candidates' opinions in the June of 2010 election. The findings uncovered several alternatives for complementing them which are as follows: (1) The current law related to the election for Superintendent, which is a part of political party elections, needs to be reformed in a way of being appropriate to the election for Superintendent by expanding elections using media; (2) the current electoral system, which is exactly the same as political elections, needs to be reformed in order to lower expenses, and (3) low voter-turnout has led to low efficiency, consequently the voting process needs to become more efficient. Several other measures should be considered as alternatives to complement the current system while maintaining the fundamental meaning of local autonomy in education. New legislation, specifically addressing the election of Superintendent, needs to be drawn and the election should be held separately from the local government election. Additionally, other options that should be considered are a running mate system with the selection of provincial governors or mayors, an indirect election by extended voters on school boards, and indirect election by people who are related to education.

이 연구는 2010년 6월 실시된 교육감 선거 현황 및 결과 분석과 연구자가 피선거권자로서 참여 한 경험을 토대로 현행 교육감 직선제의 쟁점과 개선방안을 고찰하였다. 그 결과 도출된 개선방안으로는 첫째, 정당선거 중심의 현행 교육감 선거 관련법을 미디어 선거 를 확대하는 등 교육선거에 맞는 방식으로 개선해야 하고, 둘째, 과도한 선거 비용에 대한 어려움 을 줄여줄 수 있도록 현행 정치선거와 동일한 방식의 선거 운동 방법을 개선해야 하며, 셋째, 교육 감 직선제는 저비용․고효율 방식으로 보완 되어야 하는 것으로 나타났다. 따라서 교육감 직선제를 보완하기 위하여 별도의 선거법을 만들고 지방선거와 분리하여 실시해 야 하며 시ㆍ도지사와의 러닝메이트제, 선거인단을 확대한 학교운영위원회 위원에 의한 간접 선출, 교육관계자 전원에 의한 간접 선출 방식 등 교육 자치의 근본정신을 훼손하지 않으면서 교육감 직 선제의 문제점을 보완 할 수 있는 방안이 마련되어야 할 것이다.
