The purpose of this study was to discuss and prove the necessity of application of the critical theory to educational administration and policy-making process in terms of Habermas' Philosophical perspective in order to guarantee the reasonable steps and justification of educational administration and policy-making process. For this purpose, this study set two research questions as follows: First, what is Habermas's critical theory? Second, what's the significance of the application of Habermas's critical theory to educational administration and policy-making process? Habermas tried to integrate instrumental rationality and practical rationality for securing our emancipatory interest in knowledge and human interests. And the theory of communicative action presents the criteria of communication framework such as ideal speech situation in which everyone can freely participate without control and repression. Habermas constructed the procedural rationality and legitimacy, normative and ethical framework such as the ideal speech situation in order to foster the public to take freely part in policy-making process. Thus he expected that the public will be able to overcome alienation and pathological phenomenon in which some policies were determined and performed by bureaucrats and experts who seek after only their profit.

이 연구는 교육행정과 정책 결정 과정 이 합리적인 절차성과 정당성에 근거해 야 하며, 그 철학적 바탕이 되는 Habermas의 비판이론과 그의 관점을 적용해야 할 필요성을 논구하는 데 그 목적이 있다. 이러한 목적을 달성하기 위해 두 개의 연구문제를 설정하였다. 첫째, Habermas의 비판이론이란 무엇 인가? 둘째, 교육행정과 정책 결정 과정 에 Habermas의 비판이론을 적용해야 할 필요성은 무엇인가? 먼저, Habermas의 비판이론은 인식과 관심, 의사소통행위이론을 중심으로 살 펴보았다. 인식과 관심에서 도구적 합리 성과 실천적 합리성의 통합을 통해 궁 극적으로 해방적 관심으로 나아가는 것 을 볼 수 있었다. 그리고 의사소통행위 이론을 통해 의사소통에 참여하는 모든 사람들이 통제와 억압이 없는 이상적 담화 상황이란 준거의 틀을 제시하고 있다. 다음으로, 교육행정 정책 결정 과정에 Habermas의 비판이론을 적용해야 할 필요성은 도구적․기능적 합리성의 일 괄 적용을 거부하고 비판적 반성력을 통한 교육과 계몽으로 해방에 이를 수 있도록 해야 하기 때문이다. 그리고 의 사소통행위이론의 이상적 담화 상황을 통해 정책 결정 과정에 공중의 참여로 절차적 합리성과 정당성, 규범적, 윤리 적 틀을 마련할 수 있을 것이다. 이를 통해 소외 현상과 일부 전문가들에 의 해 정책 결정이 독점되고, 그들의 이익 에 부합하는 정책이 시행되는 병리 현상을 극복할 수 있을 것이다.
