In the information society, students and parents want to know about higher education system to choice their courses and institutions. Therefore, the government should guarantee their right to know. The purpose of this study is to analyze the present University Information Disclosure System which has recently been enacted and then propose strategics for successful settlement and development of University Information Disclosure System. For these purposes, this study reviewed and analyzed the researches which have been done on the University Information Disclosure System. Based on the result of the study on the present University Information Disclosure System, this study sets up issues or problems related to the present University Information Disclosure System and suggests the alternatives using the Cooper's 4-dimension policy analysis frame. The problems of this system are the restriction of participation in the decesion-making process, the invasion of the privacy, the provision of false information and the deficiency of system integration, etc. Finally, we proposed policy implications for the improvement of the University Information Disclosure System. The University Information Disclosure System must be effectively improved to provide the useful and trusty information about university through setting up the efficient policy implementation and system operation structure.

본 연구는 대학정보공시제를 Cooper의 4차원 정책분석 모형을 이용하여 분석․진단하고 개 선방안을 제시하는 것을 그 목적으로 한다. 최근 대학정보공시제가 확대되어 추진되면서 대 학정보공시제를 둘러싼 다양한 문제들이 제기되고 있어 사회적으로 논란이 되고 있다. 따라 서 대학정보공시제에 대한 다양한 관점에서의 종합적인 실태분석을 토대로 향후 대학정보공 시제가 나아갈 바람직한 방향에 대한 신중한 검토가 요구된다. 이에 본 연구에서는 Cooper 의 4차원 정책분석, 즉 규범적 차원, 구조적 차원, 구성적 차원, 기술적 차원에서 대학정보공 시제를 종합적으로 분석하고 이를 토대로 대학정보공시제의 효율적인 운영방안을 탐색하고 자 한다. 규범적 차원에서는 대학정보공시제가 추구하는 이념인 국민의 알 권리 보장, 대학경쟁력 강화, 행정의 효율성과 투명성 제고, 학술 및 정책연구의 진흥이라는 측면을 검토하였고, 구 조적 차원에서는 대학정보공시제의 정책집행의 구조, 연계체제, 시스템의 효율화 측면을 검 토하였다. 그리고 구성적 차원에서는 대학정보공시제 운영과 관련된 정부, 대학, 정보수요자 측면을 검토하였고, 기술적 차원에서는 교육 및 홍보의 강화, 정보의 신뢰성 제고 그리고 개 인정보 보호 측면을 검토하였다. 이러한 대학정보공시제에 대한 분석 및 진단을 토대로, 본 연구에서는 제도관련 이해관계자들의 의견이 수렴되고 반영되는 정책집행 구조로의 개선, 교 육정보소비자 지향의 정보제공 및 시스템 개발, 유관기관 간 데이터베이스의 효율적 연계 및 활용, 교육 및 홍보의 강화, 정성적 평가지표 추가 개발, 신뢰성 제고 및 개인정보 보호 방안 강구 등을 제안한다.
