This knowledge management system is also introduced to police sector in 2005, but recently it runs into the substantial limit for debasing in accessibility and usability with regard to requirements for the task, working knowledge, crime information, and personal know-how which are operated upon respective site according to bureau and department under working jurisdiction. Therefore, this study plays a role as previous study of police activity, especially in its knowledge management, and corrects the concept of knowledge management. Going over precedent research and international case studies to find out connection between the system analysis and alternative suggestion helps to recognize the importance and potential benefits of the system. The final goal is to present advanced police activities based on knowledge of information age. The results of conducted research appeared as follow : First, organizational and shared culture under formal environment has a tendency of mostly being motivated by evaluation in decision-making process. Passive attitude is facilitated toward informationization learning as will as lack of communication due to the biased competition, informationization leadership appeared in very low position. Targeted value and strategy remained at recognition level of utilization rather than culture for learning. Second, now accumulated knowledge at police's knowledge management system is mostly document materials, efficacy and satisfaction of work stay at a low level. There is a limitation in data to make use of various empirical knowledge because amassed acquaintances are partial to particular division. Third, compensation in police's knowledge management system has not done smoothly for unreality lay under incentive scheme of knowledge activities such as offering gift card, transferring and sharing of knowledge within the police community or community of practice also have not been accomplished. This study suggests police's utilizing plan of organizational culture, knowledge leveraging, evaluation and compensation with setting the basic direction of police's knowledge management system based on these problems. As activation plan of changing subjects of management activity, construction of professional managing group are proposed, systematic validation and refinement of knowledge, introduction of knowledge mileage formation as points system, development reward programs.

공공부문의 지식관리의 강화로 인하여 경찰부문에서는 2005년 지식관리시스템을 도입하여 운영하고 있다. 그러나 최근 경찰의 실무지식․범죄정보․개인의 노하우 등 업무에 필요한 지식․정보들이 업무의 소관 국(局)․관(官)에 따라서 각각의 사이트로 운용됨으로서 접근성과 활용성이 떨어지고, 정보시스템은 정보의 저장망에 불과하는 등 많은 한계점이 나타났다. 이에 이 연구는 질적연구방법인 심층인터뷰를 통해 경찰지식관리시스템의 운영실태와 문제점을 살펴보고 정보화시대 고도화된 지식경찰활동을 극대화하기 위한 방안을 제시하였다. 분석결과를 요약하면 첫째, 경찰의 조직문화와 공유문화는 대부분 의사결정과정에서 사용자들의 동기가 평가에 의한 것으로 나타났으며, 평가에 치우친 경쟁의식으로 인하여 의사소통의 결여, 정보화 학습에 대한 수동적 분위기가 조성되어 있어 정보화 리더십이 매우 낮은 것으로 나타났다. 또한, 경찰조직이 지향하는 가치와 전략은 학습을 위한 문화보다는 이용해야 한다는 인식 수준에 머물러 있었다. 둘째, 현재 경찰지식관리시스템에 축적된 지식은 문서자료가 대부분이여서 업무의 효능감, 만족도 면에서 낮은 수준에 머물러 있었으며, 축적된 지식이 대부분 어느 부서에 치우쳐 있어 다양한 경험지식을 활용하기에는 자료의 한계로 나타났다. 셋째, 현재 경찰지식관리시스템의 보상은 상품권을 지급하는 등 지식활동 유인체계의 비현실성으로 인하여 경찰조직 또는 지식공동체 내에서 지식의 이전과 공유가 원활하게 이루어지지 못하고 있었다. 이러한 문제점을 토대로 이 연구에서는 경찰지식관리시스템의 활성화 방안으로 지식 친화적 조직문화로의 전환, 체계적인 지식 검증 및 정제, 지식마일리지 형식의 지식점수 제도의 도입, 보상 프로그램의 개발 방안을 제시 하였다.
