This empirical study examined the causes and countmeasures of police deviance as an academic effort. Especially, the purpose of this study is to find the influences of individual factor, organizational factor, and control factor on police deviance. By using 588 survey data from 7 metropolitan areas, logistics analysis found that both conscience and impulsivity as individual factor are related with police deviance. Individual conscience has strong effect in two scenarios. In other word, police officer with higher level of conscience is more negatively to assess other police's deviant behavior and has lower probability of deviance. The effect of impulsivity was only found in scenario 2 and the finding shows that more impulsive police officer has higher probability of deviance. The effect of police discretion and supervision in the organizational factor was not found, but the working period and police peer bond are both statistically significant. The effect of working period was not strong, but consistently supports the hypothesis of working socialization. However, the effect of peer bond was partially found in only scenario 1. The findings also show that the certainty of punishment and the severity of punishment are statistically significant. The effect of certainty of punishment was very consistent and powerful impact on both scenario. For example, compared with officers who perceived lower probability of uncover, officers who perceived higher probability of uncover show 2.4 times higher probability of deviance in scenario 1 and 4.8 times higher probability in scenario 2. The effect of severity of punishment are also reported. In scenario 1, officers who expect light disciplinary action shows approximately two times higher probability of deviance than officer who expect severe disciplinary action.

이 연구는 경찰일탈에 관한 학문적 노력의 일환으로써 경찰일탈의 원인에 대한 경험적 연구를 시도하였다. 특히 이 연구는 개인적 요인과 조직적 요인, 통제적 요인이 경찰일탈에 어떤 영향을 미치는 가에 주목하였다. 전국 7개 지역의 경찰관을 대상으로 설문조사를 실시하여 총 588부의 응답지를 분석하였다. 로지스틱 회귀분석결과 개인적 요인으로 설정한 양심과 충동성 모두 경찰일탈에 영향을 미치는 것으로 밝혀졌다. 양심의 경우에는 두 가지 시나리오 모두에서 강한 영향을 미치는 것으로 나타나, 양심적인 경찰관일수록 시나리오 상의 일탈경찰관을 부정적으로 평가하였고 자신의 일탈가능성도 낮았다. 충동성은 시나리오 2에서만 제한적으로 검증되었는데, 충동적인 경찰관일수록 일탈가능성이 다소 높았다. 한편 조직적 요인 중에서 재량권과 감독부재의 영향력은 검증되지 못하였고 근무기간과 동료유대의 영향력은 검증되었다. 근무기간은 시나리오 1과 2 모두에서 강하지는 않았지만 일관되게 직업적 사회화 가설을 지지하는 결과를 보여주었다. 동료유대의 영향력은 시나리오 1에서만 일부 검증되었다. 억제요인 중에서는 처벌의 확실성과 엄격성의 영향력이 검증되었다. 처벌의 확실성은 모든 모형에서 매우 강하고 일관되게 나타나 경찰일탈을 억제하는 데에 중요한 요인으로 밝혀졌다. 구체적으로 적발가능성이 낮다고 인지한 경찰관은 적발가능성을 높게 인지한 경찰관보다 시나리오 1에서는 2.4배, 시나리오 2에서는 4.8배 일탈가능성이 높았다. 처벌의 엄격성의 효과 역시 대체로 확인되었는데, 시나리오 1에서 중징계보다 경징계를 예상한 경찰관의 일탈가능성이 2배가량 높은 것으로 검증되었다.
