A great leap of the independent cinema industry attracted independent films but the situation of the regional independent films hardly progress. This article will review the status of a region independent films especially focus on Pusan area's independent filmmaking situation which situated ‘An outside of the outside’. Since successful start of the Pusan International Film Festival (PIFF) in 1996, Pusan has obtained some result to build ‘Cineport Pusan’ under the active aid of the region government however the benefits of the system was far from independent film in Pusan. Most of all it proved the supporting systems are focusing on filming location in Pusan and due to the success of the PIFF other small independent film festivals are neglected from the financial support. Also it demonstrated screening and distributing systems of the independent films which formatted slowly still centered in Seoul. This paper is going to present some problems of the each system and seek the directions for the programs of making films support, film festival, screening, supplying, formation of the human and activities of the independent film association in order to check the situation of regional independent films. In this procedure it will be reviewed main directions of the film industry of the local government, supporting policy of Busan Film Commission (BFC) and refer to activities and roles of the Association of Pusan Independent Film. In addition, it is going be presented the characteristic of local art film exclusive theater, the function of Cinematheque Pusan, alternative screening and distributing system at the local level. In conclusion, now more than ever in order to sustain internal success of Pusan independent film it is required to rebuild filming supporting system of local independent film.

최근 독립영화계의 약진으로 독립영화에 관한 관심은 부쩍 높아졌지만 지역 독 립영화의 상황은 그다지 나아지지 않았다. 이 글은 독립영화라는 변방에서 다시 지 역이라는 변방, 즉 변방의 변방이라는 위치에 놓여 있는 지역독립영화의 현황을 부 산지역독립영화제작 환경을 중심으로 살펴보고자 한다. 부산은 1996년 부산국제영 화제의 성공적인 개최 이후 영상산업에 대한 지자체의 적극적인 지원 아래 시네포 트 부산을 구축하는데 어느 정도 성과를 거두어냈지만 부산지역의 독립영화는 그 시스템의 호혜를 그다지 입지는 못한 것으로 보인다. 우선 타 지역 영화의 부산 로 케이션에 초점을 둔 부산영상위원회의 지원책이 그러하고, 부산국제영화제의 성공 덕분에 다른 작은 독립영화제들이 재정 지원대상에서 불리한 위치에 놓이게 되었 다는 점이 그러하며, 서서히 구축되어가는 독립영화 상영과 배급 시스템이 여전히 서울 중심적이라는 점에서 그러하다. 이 글은 지역독립영화가 처한 현실을 확인하 기 위해 제작지원 프로그램과 영화제, 상영과 배급, 인적 구성과 독립영화협회의 활동 현황들을 살펴보고, 그 각 시스템의 문제점을 지적하고 그 대안을 모색하고자 한다. 그 과정에서 부산지자체의 영상산업기조를 우선 살펴보고 또한 부산영상위 원회의 지원정책방향을 점검하고 부산독립영화협회의 활동과 역할을 언급하였다. 그 외에도 지역 예술영화전용관의 성격과 시네마테크 부산의 기능, 지역의 대안적 인 상영방식과 배급방식을 모색해보았다. 결론적으로 오랜 역사를 가진 부산독립 영화의 내적 성취를 이어가기 위해서는 그 어느 때보다도 지역 독립영화의 제작지 원 시스템의 재구축이 요구된다고 하겠다.
