The purposes of this study were as follows. First, this study analyzed laws related to child abuse in the Child Welfare Law in Korea. Second, this study analyzed the current condition of child abuse of 2009 in Korea and the trends of child abuse in Korea from 2001 and 2009. Finally, this study analyzed child protective services in Korea which consisted of child protection agency and child abuse case management.
In 2009, there were 9,309 child abuse cases which were reported to 45 child protection agencies in Korea. Among 9,309 cases, child abuse cases were 7,354, and general counseling cases were 1,854. Regarding child abuse types, multiple abuse cases were 2,238, and neglect cases were 2,025. Physical abuse cases were 338, and sexual abuse cases were 274.
Currently, there are 45 child protection agencies in Korea. Child protection agencies are providing child protective services through child abuse case management consisting of 5 stages: 1) case report, 2) investigation and initial assessment, 3) assessment and decision making, 4) service providing, and 5) case closing and after service.

본 논문에서는 첫째, 2011년 현재의 아동복지법, 아동복지법 시행령, 아동복지법 시행규칙에 포함되어 있는 아동학대 관련 법 조항들을 분석하였다. 둘째, 2009년 1년 동안의 아동학대의 실태를 분석하였고, 아울러 2001년부터 2009년까지의 연도별 아동학대의 실태를 비교 분석하였다. 셋째, 아동보호서비스의 현황을 아동보호전문기관과 아동학대 사례관리로 나누어 분석하였다. 2009년 1년 동안 전국에 설치․운영되고 있는 45개 아동보호전문기관을 통해 아동학대 상담신고로 접수된 건수는 총 9,309건으로 나타났다. 이 중 아동학대 의심사례는 7,354건(79.0%), 중복신고건수는 101건(1.1%), 일반상담 신고건수는 1,854건(19.9%)이었다. 아동학대 유형별 건수를 분석한 결과, 중복학대(2가지 이상의 학대가 발생한 경우)가 2,238건(39.4%)으로 가장 많았고, 방임 2,025건(35.6%), 정서학대 778건(13.7%), 신체학대 338건(5.9%), 성학대 274건(4.8%), 유기 32건(0.6%)의 순으로 나타났다. 또한 아동복지법 제24조과 제25조에 의거하여 중앙아동보호전문기관과 지역아동보호전문기관이 설치․운영되고 있으며, 2011년 현재 전국에 총 45개의 아동보호전문기관이 설치․운영되고 있는 것으로 나타났다. 그리고 아동학대 사례관리는 1) 신고접수, 2) 현장조사 및 초기사정, 3) 사정 및 조치결정, 4) 서비스 제공, 5) 사례종결 및 사후관리의 다섯 단계로 구분되어 진행되고 있는 것으로 나타났다.
