This paper explores the role of laity can be absolutely crucial in the effective administration of Christian social welfare. One of the great accomplishments of the Reformation in places like Geneva was to inspire laymen to establish and then operate an institution like the General Hospital or to maintain and direct an institution like the French Fund. Without pious deacons of the Hospital, or French Fund, the social problem of the period could have simply overwhelmed the developing Reformed society. The administration of Christian Social welfare must be flexible and innovative. The natives of Geneva were prepared to make drastic adjustments to meet the problems of the local poor when they created the General Hospital. And the refugees to Geneva were prepared to make substantial personal sacrifices of money, goods and time to build the French Fund. Without this institutional underpinning, there would have been no Calvinist Reformation as we know it. That Reformation was absolutely dependent on the thousands of religious refugees who flocked to Geneva, then returned to their home countries with the Calvinist message. Without prior resolution of local social problems, the refugees could never have been admitted to the city. Without timely resolution of their own problems, the refugees could never have become effective missionaries to their home countries. I conclude that twenty first-century Christians can draw useful lessons from the dedication and imagination in the field of social welfare displayed by sixteenth-century deacons.

이 논문의 목적은 종교개혁 직전과 종교개혁시대에 이루어졌던 평신도들의 역할을 통해 작금의 교회들의 문제를 회복 할 수 있는 동기를 주고 기독교사회복지의 효과적인 운영을 위해서 평신도의 역할이 절대적이었음을 밝히려는 것이다. 따라서 필자는 종교개혁직전과 당시 시대적 상황 속에서 주된 기독교사회복지 사역을 감당했던 평신도들에게 연구의 초점을 맞추었다. 그 당시의 기독교 사회복지사역은 다음과 같은 핵심적인 사역들로 요약할 수 있다. 그것은 평신도들로 하여금 종합병원과 프렌치펀드와 같은 자선기관을 설립, 운영하게 한 것이다. 그 당시 종합병원에서의 재정 담당과 관리를 맡은 집사나 프렌치펀드에서의 관리집사와 같은 평신도가 없었다면 사회문제로 인해 칼빈의 기독교사회복지 개혁은 걸림돌에 부딪칠 수도 있었을 것이다. 제네바 시민들이 종합병원을 창립하면서 지역사회의 가난의 문제를 과감히 해결하고자 했기 때문에 제네바로 온 피난민들이 프렌치펀드 설립에 필요한 돈, 물건, 그리고 시간 등을 기꺼이 내놓았던 것이다. 이러한 사회적분위기가 없었다면 우리가 알고 있는 칼빈주의 개혁은 여러 나라로 전파되는데 어려움이 있었을 것이다. 왜냐하면 이때 제네바에 종교적 박해를 피해서 망명 왔던 수 천 명의 프로테스탄트들이 머무르는 동안 개혁교회와 평신도들을 통해서 기독교사회복지 해택을 받아 그곳에서 받은 칼빈주의를 가지고 자신의 나라로 돌아감으로써 칼빈주의의 개혁사상이 확산되고 성공할 수 있었던 것이다. 이와 같은 교회와 평신도간의 불가분리적 상호관계성이 당면한 사회문제를 개인적인차원에서의 자선의 범위를 넘어 공적인 영역으로 확장시키어 문제를 해결하고자 하였기 때문에 피난민들이 제네바 시에 수용 될 수 있었으며 후에 그 피난민들이 고국으로 돌아가서 효과적인 선교사가 될 수 있었던 것이다. 이러한 연구적 함의를 통해서 독자들은 그 당시 교회와 평신도간의 사역적 통일성에 기초하여 보여준 기독교사회복지분야에서의 헌신과 사상에서 많은 교훈을 얻을 수 있을 것이고 필자는 기독교사회복지의 중요한주제가 되고 있는 사역의 매체라는 점에서 그 논점을 찾는 것이다.
