Social welfare can be defined as an organized, systematic endeavor to increase human happiness by resolving man’s social desire and problems. Historically, social welfare has been practiced through diverse methods. Despite man’s incessant efforts to become happy, however, his life has not improved significantly. So what is the reason that social welfare has failed to make man happy after so many efforts directed so far in this regard? Based on a Christian point of view, this study aims to indicate the problems and limitations of the existing social welfare, and then present the characteristics of Christian welfare that can solve them. To the end, this study conducted a focus group interview and Delphi method on the subject of theology-based professors, Christian professors of social welfare, Christian social workers, pastors experienced in practicing social welfare, etc. as well as review of the literature. The summary of this study is as follows: First, from a Christian viewpoint, specialists participating in this study indicated the problems of the existing social welfare, such as distorted pursuit of desire, tendency to solve matters by human capacity alone, failure to recover the God’s image, limited and elective welfare, neglect of spiritual desire, and misguided pursuit of spirituality. They also pointed out characteristics of Christian welfare that can solve the problems of the existing social welfare assistance in pursuing man’s true happiness, accepting God and seeking His help, recovery of image of God, expansion of Kingdom of God, and pursuit of Christian spirituality. For development of Christian welfare in the future, this study proposed applying the Christian prerequisite in executing Christian welfare, interdisciplinary study between theology and social welfare, providing Christian welfare education and practice fields that can unite Christian values and expertise in social welfare harmoniously.

사회복지란 인간의 사회적 욕구 및 사회문제를 해결함으로써 인간의 행복을 증진시키려는 조직적․체계적인 노력이라고 정의할 수 있다. 사회복지는 역사적으로 다양한 방법을 통해 실천되어왔다. 하지만 행복해지기 위한 끊임없는 노력에도 불구하고 인간의 삶은 크게 나아지지 않았다. 그렇다면 지금까지 그 토록 많은 노력을 기울였음에도 불구하고 사회복지가 인간을 행복하게 만들지 못한 이유는 무엇인가? 본 연구의 목적은 기독교적 관점에 근거하여 기존의 사회복지가 가지고 있는 문제와 한계를 지적한 후 이를 해결하기 위한 기독교복지의 특성을 제시하는 것이다. 이를 위해 본 연구에서는 문헌고찰, 신학관련 교수, 그리스도인 사회복지학 교수, 그리스도인 사회복지사, 사회복지 실천경험이 있는 목회자 등을 대상으로 한 포커스 그룹 인터뷰 및 델파이 조사를 실시하였다. 본 연구결과를 요약하면 다음과 같다. 우선 기독교적 관점에서 기존의 사회복지가 가지고 있는 문제점으로 본 연구에 참여한 전문가들은 왜곡된 욕구 추구, 인간의 힘만으로 문제를 해결하려는 경향, 하나님 형상으로 회복시키는데 실패, 제한적이고 선택적인 복지, 영적 욕구에 대한 간과 및 잘못된 영성 추구를 지적하였다. 또한 기존의 사회복지가 가지고 있는 문제점을 해결하기 위한 기독교복지의 특징으로 전문가들은 인간의 진정한 행복을 추구할 수 있게 원조, 하나님을 인정하고 하나님의 도움을 구해야 함, 하나님 형상의 회복, 하나님 나라의 확장, 기독교 영성 추구를 지적하였다. 향후 기독교복지의 발전을 위해 본 연구에서는 기독교복지 실천 시 기독교의 기본 전제 적용, 신학과 사회복지학의 학제 간 연구, 기독교적 가치와 사회복지 전문성을 조화롭게 통합할 수 있는 기독교복지 교육 및 실천현장 제공 등을 제안하였다.
