As social conflicts demand the lot of cost to resolve them, it suggests that the theoretical or empirical understanding of them will contribute not only to reduce the social cost but also highlight the functional aspects of them. This study attempts to Analyze the process of introducing the Jeonju city bus strike in the viewpoint of conflict structure perspectives. It also implicates the importance of conflict network concept in understanding those arguable conflict issues such as bus strike. For this purpose, the study employs network components such as local governments, an employer association, labor unions, experts, local politicians NGOs. The work tries to describe and analyze the process following those stage consequently. On the basis of analysis like this, Research findings suggest several policy and practice implication of bus strike. First, the opinions of various citizen groups and citizens should be reflected in the process of bus strike. Second, the role strengthening of the Citizen Arbitration Committee and the Conflict Arbitration Committee for bus strike bargaining are necessary. Third, the local government needs more positive interactions in the conflict structure. So, in connection with the linkage action, recovery of trust is necessary in the bargaining between conflict actors

이 연구는 전주시 시내버스 파업 사례를 중심으로 이해당사자들간 갈등구조를 갈등행위자, 갈등상황, 연계구조라는 주요 변인을 통해 분석해 보았다. 이 연구를 통해 나타난 연구의 의미를 요약해 보면 다음과 같다. 첫째, 갈등행위자 측면에서 갈등과정에서 갈등해결을 위한 가장 강력한 행위자는 직접적인 이해당사자라 할 수 있지만, 갈등이 첨예하게 대립하는 경우 지방정부, 시민단체, 지역정치인 등이 갈등을 중재하고 해결하는데 중요한 역할을 수행할 수 있다는 점이다. 둘째, 지방정부내에서 발생하는 갈등을 효과적으로 해결하기 위해 구성된 협의회를 중심으로 하는 공식적 연계행위를 보완할 수 있는 방안이 적극적으로 강구되어야 할 것을 제시하였다. 특히 이와 같이 지방정부 및 지역주민에게 파급효과가 큰 공공서비스와 관련된 갈등의 경우 지역언론과 사적중재기구의 적극적 활용이 필요하다고 할 수 있다. 셋째, 지방정부는 정책결정 과정에서 시민들과 함께 하는 보다 적극적이고 다양하며 거버넌스 활동 전개가 필요하고, 이러한 과정에서 가장 중요한 것 중 하나가 당사자들간 협상과 합의인 바, 상호간 신뢰를 확보할 수 있는 활동들이 전개될 수 있도록 여러 가지 노력이 강구되어야 할 것이다.
