The plan of metropolitan economic areas is consisted of three dimensions space such as elementary living areas, metropolitan economic areas, and super- metropolitan development areas. Honam areas perform leading industry and SOC leading project and will plan to carry out cooperation projects and super- metropolitan development programs. Seven projects are selected as new cooperation projects of Honam metropolitan areas in 2010. This paper investigates conception of creative metropolitan economic areas and current issues of connected cooperation projects between local government autonomy in Honam Metropolitan economic areas. This paper also seeks ways and characteristics of new connected cooperation projects and internal conditions when cooperation projects are scheduled and carried out and provides policy implications. This paper shows that the projects require the plan of cooperation projects reflected specialization of regional resources and industries, the connection of value chain, improvement of financial resource allocation and evaluation system promoted regional autonomy, cooperation of non-budget projects, and the building of process system.

본 논문은 창조적 광역경제권 구상 및 호남광역경제권역내 지자체간 연계협력사업의 현황 및 쟁점을 검토해보고, 향후 광역경제권 연계협력 사업 발굴 및 추진 시 고려해야 할 내부적 조건과 신규 연계협력사업의 성격 및 방향성을 모색하고 시사점을 제공한다. 창조적 광역경제권 구상은 기초생활권, 광역경제권, 초광역개발권이라는 3차원적 공간 구상으로 구성되어 있다. 호남광역권은 선도산업, 선도프로젝트가 진행되고 있으며, 광역권역내 연계사업 및 초광역개발권 사업이 진행될 예정이다. 광역권역내 연계사업은 2009년 수립된 호남광역경제권 발전계획의 내용을 토대로 전략산업 육성, 인력양성 및 과학기술진흥, 발전거점육성, 교통물류망확충, 문화관광육성 및 자원이용효율화, 광역경제권간 연계협력방안 등의 분야에서 다양한 사업들이 계획되어 있다. 더불어 2010년도 신규 연계협력사업은 7개 사업이 선정되었다. 호남권 연계협력 사업을 검토한 결과 연계협력 사업의 발굴 및 계획 시 다음과 같은 조건을 고려할 필요가 있다는 것을 제안한다. 첫째, 지역자원과 산업의 특성이 반영된 연계협력 사업의 계획이 필요하다. 둘째, 권역 내 기업과 산업의 가치사슬의 연계성을 제고할 수 있는 계획이 필요하다. 셋째, 지역의 자율성을 제고할 수 있는 방향으로의 재원배분 및 평가제도의 개선이 필요하다. 넷째, 비예산사업의 연계협력이 요구된다. 마지막으로 효율적인 사업의 집행을 위한 추진체계구축이 요구된다.
