The purpose of this research was to develop evaluation index for educational training organization which implements its business to analyze the performance of government centered supporting project for small and medium enterprises’ employees. For this purpose, this study performed literature research, investigation and expert meetings with the supporting project for core job competency development in small and medium enterprises by Human Resources Development Service of Korea as the center. First, it studied the theories of evaluation of educational organization via literature research, and followed up with the on-going supporting project for core job competency development. Second, it evaluated the satisfaction of learners and job application through investigation with survey and derived the implication of the effect of organization which conducts project. Lastly, it examined the validity of evaluation field, evaluation item and evaluation index through expert meeting, and verified and revised the first development plan, and then developed four of evaluation fields, thirteen of evaluation items and twenty nine of evaluation indexes.

이 연구의 목적은 정부주관 중소기업근로자 지원사업의 성과를 분석하기 위한 사업시행 교육훈련기관의 심사지표를 개발하는 데 있었다. 이를 위하여 한국산업인력공단이 중소기 업 경쟁력 강화 및 인적자원개발 투자확대를 유도하고자 하는 목적으로 2006년부터 실시해온 “중소기업 핵심직무능력향상 지원사업”을 중심으로 문헌연구, 조사연구, 전문가협의회 등을 실시하였다. 먼저 문헌연구를 통해 교육기관 평가에 관한 이론적 고찰을 실시하고, 핵심직무능력향상 지원사업 추진현황을 파악하여 심사지표 개발 방향에 대한 시사점을 도출하였다. 그리고 설 문을 활용한 조사연구를 통하여 교육생의 만족도 및 현업적용도를 평가하고, 사업 시행 기 관의 효과성에 대한 시사점을 도출하였다. 마지막으로 전문가협의회를 통해 심사영역, 심사 항목 및 심사지표의 타당성을 검토하고, 1차 개발안을 대한 검증 및 수정을 통해 최종적으 로 4개 심사영역, 13개 심사항목, 29개 심사지표를 개발하였다.
