Koreatown, as the hub of Osaka’s Korean community, has two major functions; one is to carry out cultural exchange with Japanese people through Korean culture and the other is to play a role as a haven for Korean-Japanese. Also, some festivals are held by Korean-Japanese, who are often ostracized by ethnic Japanese, which offer Japanese participants the opportunity to experience a new culture that leads to exuberance and a peaceful coexistence with these outsiders. “One Korea Festival” is an event where the Korean-Japanese people make efforts to achieve social harmony period. The festival celebrates Korea’s modern culture, music, and performance as well as traditional Korean culture. “One Korea Festival” has been received favorably because, as an unintended consequence, it has elevated the political issue of the reunification of the two Koreas since the festival is organized by Korean-Japanese who originated from the entire Korean peninsula. This thesis considers “One Korea Festival’s” origin, its history since 1985, and outline overall for there has not been much scientific research on the festival. Then, the thesis approaches the roles that the festival has played in the Korean-Japanese community and the effects which it has had on the community.

재외한인들의 집거지인 코리아타운은 한국 문화를 매개체로 한 현지인들과의 교류가 이루어지는 곳이기도 하며, 때로는 일탈과 해방의 장소로도 이용되고 있다. 그리고 코리아타운 재외한인들을 중심으로 개최되는 축제는 현지인들에게 신명과 화합의 새로운 문화를 체험하고 경험할 수 있는 기회를 제공하고 있다. 코리아타운을 중심으로 개최되고 있는 수많은 한국 관련 축제 중 원 코리아 페스티벌은 먼저 재일코리언들에게는 화합을 목적으로 하는 주민화합형 축제이면서 동시에 한국의 전통문화는 물론 현대적인 문화, 음악, 공연에 프로그램에 구성된 복합적인 성격을 띠고 있는 이벤트이다. 그리고 다른 축제들과는 달리 원 코리아 페스티벌은 ‘조국의 통일’이라는 정치적인 이슈를 문화적인 형태의 하나인 ‘축제’로 승화시켰다는 점이 특이한 사항이라 할 수 있다. 아직 원 코리아 페스티벌에 대한 학술적 차원에서의 연구가 없어, 본고에서는 1985년부터 개최되어 온 원 코리아 페스티벌의 추진배경과 약사 등, 원 코리아 페스티벌의 개요를 전반적으로 살펴본 후, 2010년 현재 26회째를 맞이하면서 재일코리언 사회에 어떠한 역할을 해왔으며, 또 어떤 효과가 있는지에 대하여 고찰하였다.
