Korea enters into the starting point of an aging society in 2000 as aging society that are above 65 years old go beyond 7% of total population. Current increasing velocity of aging population considered, aging population will be above 14% of total population, that is, aged society. Increasing velocity of aging population progresses very fast without parallel in history especially in Korea. Increasing aging population generates poverty, disease, loneliness, idleness and support problem. For this reasons, studies or measures about elderly place emphasis on these problems. But field that could give rise to related elder crime field from social pathology point of view didn't gain any attention. Even portion of studies about elder crime focuses on only victims not attackers. But elder crime rate is increasing as aging society is increasing. And increasing elder crime rate will be approaching serious problem in the future as accelerating aging society. Therefore, it is urgent that measures about elder crime suitable for aging society. First, economic support for elderly should strengthen. And we should spread elder manpower, revitalize consultation for aged, spread various programs for building elder relationship. Also, for elder prisoner's human rights we should establish prison which is only for elderly, cultivate experts about elderly that could fit correcting treatment for elderly.

우리나라는 2000년을 기점으로 65세 이상 노인 인구가 전체 인구의 7%를 넘어서 고령화 사회에 진입하였고, 현재의 노인 인구 증가 속도로 볼 때 2020년경에는 노인 인구가 전체 인구의 14%를 넘어서는 고령사회가 될 것으로 전망하고 있다. 이러한 우리나라의 노인 인구 증가 속도는 세계에 유래가 없을 정도로 매우 빠르게 진행되고 있다. 노인 인구의 증가는 빈곤 문제, 질병 문제, 고독 문제, 무위 문제, 부양 문제 등 다양한 노인 문제를 발생시켰다. 이에 따라 노인과 관련된 연구나 대책 마련도 이러한 문제들을 중심으로 이루어졌으며, 노인들과 관련하여 야기되는 사회병리학적인 측면인 노인 범죄 문제와 관련된 분야에 대해서는 거의 관심을 두지 않았다. 노인 범죄와 관련된 일부 연구에서도 가해자로서의 노인 범죄가 아닌 주로 피해자로서의 노인 범죄에만 초점을 맞추었다. 그러나 노인 인구의 증가에 따라 노인 범죄율은 증가하고 있으며 고령화가 가속화됨에 따라 앞으로 노인 범죄율은 더욱 증가하여 심각한 사회문제로 다가올 것이다. 따라서 고령화 사회에 따른 노인 범죄에 대한 대책 마련이 필요한데 먼저 노인들에 대한 경제적 지원을 강화해야 한다. 또한 노인 인력의 사회적인 활용을 확대해야 하며 노인 상담을 활성화하고 인간관계 구축을 위한 다양한 프로그램을 확대해야 한다. 그리고 노인 수용자의 인권을 위하여 노인 전용 교도소를 설립하고 노인 범죄 전문가를 양성하여 노인 특성에 맞는 교정적 처우가 될 수 있도록 해야 한다.
