This research is a Exploratory Study that present conditions of case management in the foster care centers and government Agencies in Korea. This research provides information about the status of performance and roles of case managers of foster care centers as case managers. The Research object is counselors of foster care center and the central government employee and the local government employee. It examined that the situation and problem point of the foster care management system. and policy suggestions were for Effectiveness of the Foster care system. As a result of the Research, Case management at the foster care centers had been performing well overall and follow-up was under-performed that the processes of the case management.

본 연구는 전국 16개 시․도에 설치된 17개 가정위탁지원센터의 상담원과 일부 중앙정부 공무원과 지방정부공무원을 대상으로 가정위탁보호사업의 사례관리 수행 및 문제점에 대한 실태를 파악하여 가정위탁지원센터 사례관리 수행의 효과성을 증진시키기 방안들을 정책적으로 제시하는데 그 목적이 있다. 본 연구는 전국 16개 시․도에 설치된 17개 지역가정위탁지원센터에서 사례관리를 담당하는 상담원 75명에 대한 전수조사와 가정위탁보호를 담당하는 10명의 공무원을 대상으로 개방형질문을 사용하였다. 연구 결과 사례관리자는 포괄적이고 과도한 업무를 담당하고 있었으며 상담원 1인당 과도한 사례 수 할당과 거리적 한계로 인한 서비스의 지속성과 접근성에 어려움을 겪고 있었고 그로 인해 위탁가정에 배치 후 위탁아동 및 위탁가정에 대한 사후관리체계가 미흡한 것으로 나타났다. 이를 극복하기 위해 사례관리자의 인력증원과 더불어 통합사례관리팀 네트워크를 구축하여 개별사례관리 전달체계를 지원하고 조정하는 중점체계의 역할을 감당하게 한다.
