This study evaluated the problem and meaning of correctional social welfare program for sex offenders in korea. For a long time, Korea society have suffered many sex crime including rapid repetition of an sex crime by many released convict in despite of the legislation of the powerful criminal law against sex offenders such as electronic supercisim against many released sex offenders. But, There powerful criminal policy against sex offenders including many release sex offenders proves agaist insufficiency of existing path-dependence criminal policy owing to the rapid repetition rate of an sex offenders. Therefore, a related department including the ministry of Justice have put in force a special and general correctional social welfare programs the enlinghtenment of new sex offenders including hahitual sex offenders through cognitive-behavioral therapy and behavioral approachment such as "token economy" But These cognitive behavioral programs and behavioral approachmnent have inevitable problems for want of the existing inner change of the sex offenders. Therefore, I asserted in this study that the correctional social welfare program for sex offenders including prisoners under sentence of death have to show diverse path-breaking program including existentialism program tacking on existing program, In conclusion, I make clear the provlem of the special and general social welfare programs correctional for sex offenders including many released sex offenders throug the path-dependece theory which have been used in the correction social welfare program in korea.

갈수록 급증하는 성범죄에 대해서 그동안 국가는 형법의 강화와 관련 법률의 신설 및 최근에는 전자발찌제도까지 도입하였다. 그러나 그러한 강력한 법률이 시행됨에도 오히려 출소자의 재범률은 증가하고 있는데 이는 기존의 강력한 법적 대책만으로는 한계가 있음을 보여주고 있다. 따라서 법무부 등 관련부처에서는 성범죄인에 대한 기존의 일반적 교정프로그램외에도 솔트 프로그램과 새날프로그램 등 다양한 성범죄 전문프로그램을 도입하여 실시해오고 있다. 그러나 이들 교정프로그램의 전제는 행동주의와 인지적치료기법에 철저히 종속되어있어 단기간의 변화에 그치는 내재적 한계를 보이고 있다. 또한 교정교육과 교정프로그램이 교육학과 심리학적 관점에 치우쳐 교정복지 등 사회복지적 관점이 배제되어있다. 따라서 여기에서는 성범죄인에 대한 우리나라 교정프로그램의 내용을 일반교정프로그램과 전문교정프로그램으로 나누어 살펴보고 거기에 대한 문제점을 사견으로 운론하고 대책을 제시한바 핵심은 기존의 경로의존적인 태도에서 벗어나 경로혁신적인 접근이 필요하다는 관점에서 운론하였다.
