Local governance can be defined as a dynamic network system to facilitate local development based on mutual trust between central government, local governments, local NGO and firms when formulating, determining, and implementing a set of policies pertaining to local governments. The success of local governance depends on how to organize and implement cooperative systems between participants of the network. This is the capability of governance which can be determined by internal competency of network participants, institutional arbitration mechanism, mutual trust between them, leadership and incentives. An analysis of two cases to consolidate local governments in a perspective of local governance shows any local policy is difficult to implement if there are conflicts in interests and opinion between participants including local communities, official authorities and the local governance mechanism is also not working. Capabilities of major participants play essential roles in the success of local governance. Local governance can perform its anticipated roles when NGO and the designated representatives such as presidents of local governments and members of local councils represent the opinions of their parties without any bias and participate network based on mutual trust.

로컬 거버넌스는 “지방자치단체와 관련된 제반 정책의 형성 및 결정 그리고 집행 과정에서 중앙정부, 지방정부, 지역주민 및 시민단체, 기업 등과 같은 다양한 차원의 이해당사자들이 참여하여 상호 신뢰를 토대로 지역발전을 추진해 가는 역동적인 네트워크 체제”로 정의할 수 있다. 이러한 로컬 거버넌스는 네트워크 참여자들이 어떻게 서로 간에 자율적인 협력체제를 구성하고 이를 운영하는가가 성공의 관건이라고 할 수 있다. 즉 거버넌스 능력이 문제인데 거버넌스 능력의 결정요인으로서, 네트워크 참여자들의 내적 역량, 제도적인 중재장치, 참여자들 사이의 상호신뢰관계, 리더십, 그리고 유인체계를 들 수 있다 이러한 로컬 거버넌스적 관점에서 3여 통합과 청주·청원통합 시도를 분석한 결과 어떠한 지역정책이라도 지역주민간의 의사와 이익뿐만 아니라 이를 주도하는 세력들이 첨예하게 대립되면 성사되기 어려우며, 거버넌스적 기제 또한 작동하기 어렵다는 사실을 확인할 수 있었다. 로컬 거버넌스의 성패는 주요 행위자들의 역량에 달려 있다고 해도 과언이 아니다. 지역사회의 위임된 대표자인 단체장과 지방의원, 시민사회의 의식적 대변인이라고 할 수 있는 지역시민단체 등이 제대로 의사를 대표하고 상호 신뢰를 토대로 네트워크에 참여할 때 로컬 거버넌스는 제 기능을 할 수 있다.
