This study examines the factors that trigger and perpetuate social conflicts in Korea through public opinion polls. Based on this, this study seeks to find the direction for political development in the Korean society. For this, the conflict factors in the Korean society are considered in situational, institutional, and consciousness aspects and upon this, solutions to mitigate social conflicts for future integration are discussed in the aspect of institutional and consciousness reform. In the institutional aspect, focus is on reforming the institutions of political parties and national assembly; in the consciousness aspect, implications from the political·cultural perspective are drawn. In the conclusion, it ponders upon the significance of the results on the political development in Korea. In order for politics to develop in the right direction, abolishing forced party discipline and current system of national committee that is absolutely controlled by the chairman, while establishing open primary system for nominating electoral candidate are essential. Based on the autonomy and professionalism of national assembly members, an institutional strategy is needed in order to allow cross-voting on important issues without the national assembly members being bound to their own political parties. In addition, by enacting integrated and systematic parliamentary rules and providing the criteria for decision process, there is a need to prevent conflict beforehand. By reforming national assembly members' consciousness, a constructive informal rules that could control proceedings of national assembly in order should take root.

이 연구는 국민여론 조사를 통해 한국 사회의 갈등을 촉발시키고 고착화시키는 요인들을 고찰한다. 이를 토대로 한국 사회의 정치 발전을 위한 발전 방향을 모색한다. 이를 위해 한국 사회의 갈등 요인을 상황적, 제도적, 의식적 측면에서 고찰하고, 이러한 원인 분석을 토대로 미래 통합을 위한 사회 갈등 해소 방안을 제도 및 의식 개혁 측면에서 논의한다. 제도적인 측면에서는 정당과 국회의 제도 개혁에 초점을 맞추고, 의식적인 측면에서는 정치 문화적인 관점에서 시사점을 도출한다. 결론에서는 연구 결과가 한국 정치 발전에 던지는 함의에 대해 고찰한다. 정치가 발전하고 바른 방향으로 진화하기 위해서는 무엇보다 당원들이 직접 투표해서 선출하는 원외 대표체제와 강제적 당론을 폐지시킴과 동시에 상향식 공천 제도를 확립해야 한다. 의원들의 자율성과 전문성을 토대로 중요 쟁점에 대해 의원들이 소속 정당에 구애 받지 않고 교차 투표가 자유스럽게 이뤄지도록 제도적 장치도 만들어야 한다. 더불어, 통합적이며 체계적인 의사규칙 제정으로 의사절차의 기준을 마련해서 분쟁을 미연에 방지할 필요가 있다. 의원들의 의식 개혁을 통해 의회 과정을 질서 있게 조작해 주는 생산적 불문율이 정착될 수 있도록 해야 한다.
