This paper tests the institutional effect of Multi-Member District system(MMD) in the 2006 small-sized local elections. Even if the MMD system had tested only once, politicians are willing to abolish it. This paper has a perspective that the new system needs more time to be evaluated. It cannot be controlled by politicians based on their own interests. Abolishing the MMD system may deteriorate public distrust. The 2006 simulation results show that the institutional effect of MMD in the 2006 is not as significant as we had expected due to the split of four-member districts into two-member districts. This paper provides several policy suggestions; the reinforcement of party accountability, the emergence of local-based political parties, the expansion of four-member districts, and the improvement of voters' consciousness.

이 글은 기초의원선거 중선거구제의 제도적 효과를 검증하고 있다. 중선거구제는 2006년 지방선거에서 단 한 차례 실시되었지만, 정치권은 벌써 폐지를 논의한다. 이 글은 새로운 제도는 좀 더 시간을 두고 실험되어야 한다는 시각을 갖고 있다. 짧은 기간에 정치권의 편의에 따라 도입과 폐지를 반복한다면 제도의 정착도, 국민의 신뢰도 보장할 수 없기 때문이다. 2006년 기초의원선거에서 적용된 중선거구제는 몇 가지 시뮬레이션을 통해 검증한 결과, 거대정당의 담합으로 4인선거구의 다수가 2인선거구로 분할됨에 따라 그 제도적 효과가 약화되었다. 이 글은 중선거구제의 향후 발전방향으로 정당의 지역책임성 강화, 지역정당의 탄생, 4인 선거구 증대, 유권자의 의식 개선 등을 제시한다.
