This paper aims to find a way to make a complementary relationship between parliamentary committees and parliamentary parties in Korean National Assembly. Reviewing the three competing theories about the roles and purposes of committees(distributive theory, informational theory, partisan theory), this paper argues that parties and committees are not necessarily involved in a zero-sum game. The suggestion of this study is that the specialization of parliamentary parties through party committees helps to make the roles of parliamentary parties in controlling committees activities better.

이 연구는 정당이 의회정치에 미치는 영향을 위원회-정당 관계를 중심으로 고찰하고, 우리 국회의 주요 개혁과제의 하나인 위원회 운영과 관련된 원내 정당의 바람직한 역할을 모색하고자 한다. 이를 위해 우선 정당과 위원회의 관계에 대한 기존 연구 및 위원회 기능을 둘러싼 경쟁적 이론들(배분이론, 정보이론, 정당이론)을 검토함으로써 의회 위원회와 원내정당 간에는 어느 일방을 배제하는 것이 아니라 상호 보완적인 관계를 모색하는 것이 필요함을 역설할 것이다. 이러한 이론적 검토를 기초로 하여 이 연구는, 원내정당의 구조를 위원회의 전문성 축적유인 구조에 친화적인 방향으로 개선하는 것이 필요함을 주장하며, 그 구체적 방안으로 원내정당의 정책전문화를 위한 정책위원회 산하 분과위원회의 활성화를 주장한다.
