Development of a New Utility Measurement Model Using Technology Combination for Selecting Technology Planning Alternatives

In this study, we propose an independent utility measurement model, as a combined model of「System Alternatives Tree : SAT」and「Analytic Hierarchy Process : AHP」, in order to set ‘Technology Planning Alternatives (TPA)’ which can achieve the final goal of R&D project. While existing studies have been mostly based on「Decision Theory Approach」or 「Qualitative Measurement」, this research attempts a 「Systems Engineering Approach」and「Quantitative Measurement」. Therefore, it provides the distinguishing features through which staff in charge can analyze the total
system and grasp ideal combinations of all elements in terminal level.
Especially, this research focuses on substitution of 'ordinal scale' from 'Ballot Form' in 「SAT」model for 'Ratio Scale' from 'Pair-wise Comparison' in 「AHP」model. Due to its logical coherency predicated on theoretical foundation of「Measurement and Scale theory」, this new model can be served as an accurate and effective tool for managers in the field of Defense Industry R&D project planning in Korea.
