The purpose of this study was to suggest evaluation items for evaluating Korea-supported vocational education and training projects, which are valid and fit for the five DAC evaluation criteria of relevance, effectiveness, efficiency, impact and sustainability. For this, the study specified the very broad contents of the general and ambiguous five evaluation criteria of OECD/DAC into detailed evaluation items suitable for Korea's ODA projects in vocational education and training for developing countries, and analyzed the validity of the evaluation items. The study examined evaluation items utilized commonly in domestic and foreign evaluation reports, and selected 62 evaluation items. Then, as an indicator of validity, the importance of each item was measured and analyzed through a Delphi survey of a group of experts in the field of vocational education and training. The evaluation items emphasized most by Korean experts in vocational education and training and ODA evaluation were: 1) relevance – consistency with the recipient country’s priority of educational development; 2) efficiency - efficiency in communication between the recipient country and the Korean executive organization; 3) effectiveness - achievement of project goals; 4) Impact - effects on the transfer of technologies to the recipient country and the country’s development of technical human resources; and 5) sustainability - whether the recipient country has capabilities to manage, maintain and repair facilities and equipment.

국제원조 수원국에서 공여국으로 발전한 우리나라 성장 동력의 원천이 교육을 통한 인력자원개발에서 비롯되었다는 인식이 전 세계에 전파되면서, 우리나라의 직업교육훈련 관련 원조사업이 활발히 이루어지고 있다. 그러나 이러한 적극적인 원조사업 활동에도 불구하고, 이에 대한 평가는 제대로 이루어지고 있지 않은 실정이다. 따라서 본 연구는 직업교육훈련 ODA사업을 평가하기 위해 OECD/DAC의 5대 평가기준에 적합한 평가항목의 타당성을 조사하여 우리나라의 직업교육훈련 ODA 사업의 평가항목을 구체화하는데 목적을 두었다. 이를 위해, OECD/DAC Evaluation Resource Centre(DEReC) 네트워크 회원국의 평가 관련 자료들을 분석하여 도출된 62개의 평가항목(안)을 선정하여, 그 평가항목의 타당성을 검증하기 위해 우리나라 직업교육훈련 및 ODA 관련 분야의 전문가 패널을 통한 델파이 조사를 실시하였다. 세 차례의 델파이 조사 결과를 기초로 내용 타당도 비율(CVR)을 산출하여 유효한 50개 평가항목을 최종 확정하였다. 델파이 조사 결과, 직업교육훈련 ODA사업 평가항목에서 가장 중시하는 항목은 ‘적절성’(수원국의 교육 개발 우선순위와의 일치도), ‘지속 가능성’(수원국의 시설 및 장비를 보수, 관리 및 유지할 수 있는 역량 보유 정도), ‘효율성’(수원국과 한국집행기관간의 커뮤니케이션 정도), ‘효과성’(사업의 목표 달성 정도), ‘파급효과’(수원국에 대한 기술이전 및 기술인력개발에 미친 영향 정도)의 순으로 나타났다.
