This research is about the significance of the revision of the Lifelong Education Act and has been conducted to find out some important points regarding the improved future direction. Firstly, the new Lifelong Education Act makes it clear about the territory of lifelong education and lifelong education organizations. Secondly, the new Lifelong Education Act makes it stronger regarding the national lifelong education organizations of each level. Thirdly, the new Lifelong Education Act makes it stronger regarding the duty of national government and province's to support lifelong education and the establishment of national lifelong education organizations of each level. Fourthly, the new Lifelong Education Act has made foundations in supporting lifelong education projects at school. Fifthly, the new Lifelong Education Act makes a stronger stipulation about training, and the arrangement of a lifelong educator. Despite all these strong points of the Lifelong Education Act it also has some weak points that must be revised further. These are as follows. Firstly, it needs some supplementation to articles about the national lifelong education organizations of each level. Secondly, it needs to make a more strong duty to articles about learning leave, supporting learning expenses, and the employment of a lifelong educator. Thirdly, it must change the term on illiteracy education.

이 연구는 평생교육법 개정 배경과 개정 평생교육법의 주요 개정 내용에 대하여 분석하고, 이 같은 개정 평생교육법이 평생교육 현장에서 갖는 의의가 무엇인지 고찰한 후, 개정된 평생교육법의 미비점을 지적하고 평생교육법의 향후 개정 방향을 제시하기 위한 목적의 연구이다. 개정 평생교육법은 평생교육 영역과 평생교육 기관을 구체화하였으며, 국가와 지자체의 평생교육진흥 의무를 강화하였다. 그리고 중앙과 광역단위, 지자체 단위의 평생교육전담기구의 설치에 대하여 구체적으로 규정하고 있으며, 학교에서의 평생교육 운영 근거를 마련하였고, 평생교육사와 관련된 규정을 보완하였으며, 문해교육과 관련된 내용을 신설하였다. 이로써 개정 평생교육법은 향후 우리나라의 평생교육 사업이 확고한 법적 기반 위에서 활성되 될 수 있는 기반을 다지게 되었다. 그러나 개정 평생교육법도 한계를 갖는데, 평생교육추진기구 설치에 관련된 조항의 보완이 필요하고, 학습휴가 및 학습비 지원에 관한 사항, 교육계좌제 운영에 관한 조항, 평생교육사의 배치와 채용에 관한 조항 등을 의무조항으로 강화하고, 문자해득교육을 문해교육으로 용어를 변경하여야 한다.
