Labor education, a major branch of adult education, has evolved over a relatively long period of time. Although labor education has substantially contributed to the welfare of working class and social change, neither adult educators(researchers) nor experts in industrial relations have dealt with labor education from a lifelong education perspective. There is no agreed definition of labor education, which is constantly evolving. This is why confusions often arise about its concept. Instead, there are different models of labor education around the world. Understanding the origin and the development of labor education in the U.S. and the latest trends can help the adult educator grasp the importance of labor education in adult education. Special efforts have been made in the U.S. to support labor education in worker's organizations as a way of giving opportunity for lifelong education. Development of labor education in the U.S. can be summed up as three distinct periods with defining patterns: workers' education (1900-1935), labor education (1935-1965), and labor studies(1965-). The early worker's education phase, by and large, took on the socialist approach to awaken workers' awareness of class differences. The labor education phase is characterized by the labor union focus. Programs dealt with labor union leadership and effective union management. Since 1965 labor studies has emerged in colleges and universities to pursue an interdisciplinary approach to labor issues. This study explored and illustrated the origin and development of labor education, as well as latest activities by providers of labor education, such as labor organizations, universities and the public sector. The findings from this study will foster a better understanding of labor education among adult educators, industrial relations experts and trade union leaders to help them realize that labor education should be respected as a legitimate area of education. Moreover, this study will foster a more balanced and appropriate assessment of past achievements in this distinct educational sector and its potential for contributing to the wider adult education. The study recommends that the government, universities and adult education institutions take greater interest in labor education programs. These providers and supporters of labor education should increase educational and financial aid to assist workers and trade union members to promote their rights and welfare. Ultimately, such endeavors can contribute to achieving a more peaceful and constructive industrial relationship, which is a prerequisite for sustainable economic growth in Korea.

노동교육은 성인교육의 기원이라 할 수 있는 평생교육의 핵심 분야임에도 우리나라의 성인교육학계나 노사관계전문가들이 노동교육에 대한 깊은 이해나 연구가 부족한 실정이다. 국제적으로 노동교육이 다양하게 정의되고 있고 나라마다 노동교육의 모델이 상이할 뿐 아니라 노동교육의 개념도 시대상황에 따라 변모하고 있다는 점에서 더욱 그러하다. 노동교육은 20세기 초에 조직적인 교육활동으로 전개되었는데 미국의 노동교육의 모델은 다른 나라와는 달리 노동조합단체 뿐만 아니라 성인교육사상가 /교육자들이 노동교육의 발전을 위해 많은 관심과 노동교육을 제도권으로 진입시키려는 시도를 보여 왔으며 특히 대학의 사회교육차원에 비교적 활발한 노동교육을 전개해온 역사적 전통이 지금까지 이어오고 있다. 외국의 노동교육은 초기(1900-1935) 에는 노동자 교육(workers' education)으로 노동자 계급의식이나 사회주의 관점에서 접근하였고 중반기(1935-1960)에는 노동조합 중심의 노동교육(labor education)이 강조되어 노조간부의 리더십이나 노동조합의 효과적인 운영과 관련된 노동교육프로그램을 대학이 제공하였다. 1960년대 이후에는 대학에서 노동교육연구(labor studies) 과정이 개설되어 노동조합을 지원하는 프로그램에서 노동전반에 관한 사회과학적 접근방법을 적용하여 사회 전체 속에서 노동문제를 이해하는 차원으로 노동교육이 발전되어 가고 있다. 미국의 노동교육구조는 노동조합단체, 대학이 주도하는 노동교육기관과 보조적으로 공공분야에서 지원하는 노동교육관련기관으로 나누어지는데 노동조합단체의 중앙단위는 조지미니연원(George Meany Center for Labor Studies)과 산별노동단체(자동차노조, 기계공노조 등)가 독자적으로 운영하는 연수원들이 있으며 대학의 경우는 위스콘신대를 비롯한 대부분의 주립대학에서 노동교육센터를 운영하고 있고 공공부문은 미연방중재알선청(FMCS)이 있다 이 연구에서는 노동조합의 중앙단위와 산별노동단체의 대표적인 노동교육활동의 실태를 분석하였고 미국의 50여개 대학 중 비교적 노동교육을 활발히 실시하거나 특징이 있는 기관을 분석대상으로 삼았다. 한편 공공부문에서는 미 연방알선조정청이 거의 유일한 기관이므로 함께 다루게 되었다. 미국의 노동교육의 기원과 발전과정, 구조를 그리고 노동교육의 실태와 동향을 분석하여 봄으로써 노동교육의 오랜 역사와 노동교육에 대한 대학의 관심과 지원 ,노동조합단체의 노동교육의 전문성 수준 ,그리고 다양한 노동교육프로그램 등 많은 시사점을 찾을 수가 있었다. 미국의 노동교육의 발전과정의 고찰결과는 우리나라의 성인교육자, 노사관계자, 대학관계자들로 하여금 평생교육차원에서 노동교육의 당위성과 그 의의를 이해하고 노동교육에 대한 보다 큰 학문적 관심과 실천적 기여를 하는데 비교와 준거의 틀을 마련하는데 도움이 될 것이다.
