Conceptual Design of the Weighted Hierarchical Structure Model for Evaluating Technological Weaponry Projects

The AHP model is a very useful decision-making model designed so as to select and evaluate project alternatives through pairwise comparison in the context of hierarchical structure.
But, using AHP model on defense industry, there are several difficulties in evaluating technology project alternatives as follows;
(1) In case that hierarchy, especially on defense industry, has complex structure composing of nation policies, company objectives, business strategies, evaluation factors and technology alternatives, and has different problems in each level of hierarchy, there aren't any capacity to evaluate them in the previous model.
(2) There are in no condition to differenciate evaluators' abilities in the AHP, when many evaluators exist. Moreover, there are no means to aggregate the weighted results while keeping reciprocal condition even though the weights according to evaluator's abilities are given.
In this paper, we constructed a Weighted Hierarchical Concept model to evaluate both strategic factors and technological factors properly and to reflect evaluators' abilities in evaluations.
