RoK Ministry of National Defense(MND)'s Defense reform 2020 is about building a 'small but strong army' that can be managed to deliver capabilities of jointness & joint operations. Defense Reform 2020 represents a shift in the demand side of the defense industrial base to provide for these new capabilities. Joint Chiefs of Staff is seeking system-of-systems management to deliver capabilities to the services and for joint military operations.
This represents a shift from the past emphasis upon service-specific technologies and programs. As the demand side of the equation has shifted, so has the supply side. Now Korean defense industries - system integrators(1st tier), components & parts suppliers(2nd tier) - are asked to play another role of lead systems integrators(LSIs) or system-of-systems managers to deliver capabilities to Joint Chiefs of Staff for joint operations.
The new defense division of labor system - lead systems integrators(1st tier), system integrators(2nd tier), components & parts suppliers(3rd tier) will lead to the shaping new opportunities for providing the means through which defense reform will be executed. Accordingly, new laws, regulations and other supporting measures should be prepared to create & manage successfully new defense industrial base.
