This study aims to provide field probation officers with a workable and practical guide they need in order to supervise adult probationers. The guide consist of the following items : practical and individual case plans, statutory guidances related to probation work, individual and effective application of rules and special requirements, ways of improving the quality of supervision and observation, systematic case notes, etc. The contents of the study program can be categorized into following steps : identifying main behavioral problems responsible for offenses, establishing
case (or treatment) plans for each offender type, developing a case plan that are tailored to each probationer, making a bilateral contract between the probationer and his or her probation officer, and enforcing probation order based on the contract. A total of 118 participants from the Yeongduck probation office took part in the comprehensive program during the period from February 1st 2010 through October 31th 2010. The results of the study showed that of the 118
participants total 4 committed reoffense. Among them one probationer(violent offense) failed to fulfill the contract, another one repeated offense before the probation order was enforced, and the others committed other types of crimes unrelated to the contract(2.4% recidivism rate). While 4.6% of probationers supervised by probation offices across the nation in 2009, among those
supervised by Yeongduck probation office 3.3% committed the same crime again. The results from surveys conducted twice also suggest that the participants were well aware of the probation officer's legal intervention of their problems. This survey also showed that during the probation period they were encouraged to use skills to deal with their problems and felt their behavioral problems were changed. Our goal with this study program is to help probationers change their
behavior and attitudes positively and reintegrate into the community successfully. This can be done easily when there are a variety of offender management programs which are made from various attempts, efforts and experiences in the field probation officers.

본 연구의 목적은 성인보호관찰대상자(이하 대상자)를 실질적으로 지도감독 업무를 실시하고 있는 담당 직원의 입장에서 고민하고 있는 문제, 즉 대상자의 현실적인 처우계획 수립, 보호관찰업무 관련 각종 지침, 규정 및 특별준수사항의 개별적이고 효과적인 활용, 지도 감독에 대한 관찰력 제고, 체계적인 보호관찰상황 기록 등에 대해 실천 가능한 매뉴얼을 제시하고자 한다. 내용은 대상자의 범죄원인이 되는 주된 문제행동을 파악하고, 문제행동의 유형별 분류에 따른 처우대책(직원 입장에서 현실적 가능한 처우계획)을 수립, 자신된 문제유형에 따른 처우계획을 제시한 후 이를 이행하는 쌍방계약으로 체결하고, 계약서 내용에 따라 이행, 불이행에 따른 단계별 처우의 보호관찰을 실시한다. 그리고 그 계약 이행여부에 대한 지도 감독내용에 대해서 보호관찰상황기록을 하고자 하는 것이다. 대상은 2010. 2. 1.부터 대구보호관찰소 영덕지소에서 실질적으로 보호관찰을 실시하고 있는 전 대상자 56명(단 2개월이내 종료 및 이송예정자, 지명수배자는 제외)으로 시작하여 같은 해 10. 31. 현재까지 신규(이송)접수 된 대상자를 포함하여 총118명이다. 연구 결과 대상자 총118명 중 재범을 한 자는 총4명, 그 중 계약 내용 위반자는 1명(폭력문제유형)이고, 보호관찰을 실시 전 1명, 계약내용과 다른 범죄사실로 재범한 자는
2명이다(재범률 2.4%). 2009년 영덕지소 대상자 재범률이 3.3%, 전국 보호관찰소 대상자 재범률이 4,6%에 비해 낮다는 것을 알 수 있을 뿐만 아니라 2차례 걸친 설문조사를 통해서도 보호관찰이 자신의 문제에 대해 보호관찰관의 개입이라는 인식을 가지고 있으며, 자신의 문제행동에 대해서도 스스로 잘 알고 인정하고 있는 것으로 나타났다. 또한 자신의 문제행동에 대해 해결이 가능하고, 실제 자신의 행동변화가 있다고 생각하고 있다. 보호관찰 실무현장에서 다양한 시도와 노력으로 직접 몸으로 부딪쳐 느끼면서 만들어진 프로그램이 보호관찰대상자에게 변화를 줄 수 있고, 그 변화가 재범을 낮추고 건전한 지역 사회 일원으로서 적응하는데 도움을 줄 뿐만 아니라 보호관찰을 경험한 사람들이 보호관찰에 대한 긍정적인 생각, 보호관찰을 사회내에서 필요한 존재로 인식함으로써 위상이 높아지고, 또한 그 기능 과 역할이 확대될 것이다.
