Almost two years have passed since the GPS electronic monitoring program was implemented in Korea. The purpose of this study is to evaluate the accomplishments and effectiveness of the program and suggest future directions for effective implementation of the GPS system. For this purpose, the current status of implementation of the program, the recidivism rates, etc. were reviewed. A survey of 215 convicted offenders wearing GPS tracking bracelets was conducted. A telephone survey was also conducted with a representative national sample of 1000 adults age 19 and over to analyse public awareness about the program The results from the survey showed that the GPS tracking system is highly effective in changing offender attitudes positively and deterring crime through the accurate monitoring and management system. The opinion poll also
showed that the public was well aware of the effectiveness of the GPS program and supported the expansion of the program to other crimes. Based on the findings of the study, other issues were discussed including the expansion of the GPS program, the diversification of the enforcement methods, and some additional improvements to make the program more effective method of preventing repeat offenses.

본 연구는 전자감독제도 시행 후 2년이 경과한 현 시점에서 그 동안의 집행 성과 및 제도의 효과성을 평가하고 향후 발전 방향을 제시하는데 목적이 있다. 이를 위해 전자감독 제도의 시행과정과 집행 현황, 재범율 등을 살펴보았으며, 전자발찌를 착용하고 있는 현재원 215명을 대상으로 설문지 조사와 전국 만 19세 이상 성인남녀 1,000명을 대상으로 전화 면접 조사를 통한 국민 인식 조사가 이루어졌다. 조사 분석 결과를 살펴보면, 전자발찌 운영체계의 정확성과 전자발찌 피부착자의 긍정적인 태도 변화로 전자감독제도의 범죄 억제력 효과성이 높은 것으로 나타났으며, 국민인식조사에서도 전자감독제도의 재범방지 효과성, 범죄로부터 보호 효과 및 제도 확대 시행의 필요성에 대하여 높은 인식을 보여주었다. 이러한 연구 결과를 바탕으로 전자감독 활용범위의 확대, 집행방식의 다양화 등 향후 과제에 대해 논의하고 교정사회복지적 관점에서 전자감독제도가 보다 효과적인 범죄인 관리수단으로 자리 잡고 피부착자들의 심리적 부담감을 개선시키기 위해서 필요한 몇 가지 개선점에 대하여 제언하였다.
