This study intends to empirically analyze four major newspapers' news stories regarding formal and personal political speeches, comments, and languages of Korean National Assembly members who perform legitimate policy-making and law-making roles. It also tries to become of help to understand and solve various issues and problems about relations between politics and the press and their discrepancies in doing their own functions.
Carefully searched 14,357 newspaper articles published throughout the year of 2010 through on-line were content analyzed by eight coders based on eighteen categories with each story unit of analysis.
The core categories about the publically reported speeches, comments, and languages of the Korean law-making politicians include reporting attitudes of the four newspapers and three criteria of desirable political expression(dignity, truth, fairness).
The more similar political intention a party and a newspaper, the more portions of news coverage were made. There were more news stories with negative attitudes than those of positive attitudes, however the majority of those with neutral(objective) attitudes. The smaller the size of political parties, the more portions of neutral news because they are somewhat out of major contemporary issues and debates.
In terms of dignity, truth, and fairness, the differences tended to result from parties, sub-committees, constituencies, gender, and news frames. these factors are likely to be related to the elected politicians' behavior or speak, at least. Otherwise, not a big portion of all the news stories reflect the political reality per se. Each newspaper's newsroom tends to form different news frames and transmitting very
limited raw or whole contents of politicians' speeches, comments, and languages. This can make differences in the three indices depending on news frames because the press tend to subjectively intervene into public issues by minimizing the raw voices of politicians.

본 연구는 국회의원들의 공식적 또는 개인적 행보에 관한 보도, 그리고 현재 이슈가 되고 정책적 사안들과 입법 활동과 관련한 국회 관련 보도의 태도와 내용 등을 실증적인 방식으로 내용 분석하여 정치 실제와 언론보도 간의 관계에 관한 이해와 문제해결에 일조를 할 수 있는 결과를 도출해 내고자 했다. 국회의원들의 의정활동 과정에 대한 신문기사 보도행태는 어떠한가와 국회의원이 구사하는 언어에 대한 신문의 보도논조는 어떠한가, 그리고 의정활동에서 구사되는 언어의 품위, 사실성, 공정성은 보도기사에서 어떻게 구현되는가 등의 연구 문제를 제시하고, 이의 해결을 위해 국회의원의 의회 활동 중에 상임위, 본회의, 국회운영위의 활동과정에서 나온 발언을 4대 신문기사에서 보도한 내용을 18가지 분석유목으로 나누어 분석하였다. 정치인들의 구사언어에 대한 신문보도 내용의 분석항목은 보도논조와 품위, 사실성, 공정성이며 각 항목에 대한 평가를 소속 정당별, 소속 상임위원회별, 출신 지역구별, 성별, 보도프레임별로 구분하여 차이를 분석하였다.
정당의 노선과 특성에 따라 이와 궤를 비슷하게 하는 언론사들의 보도비중이 높은 가운데, 보도논조는 대체로 부정적(비판적)인 보도유형이 긍정적인 보도 유형보다 많았다. 하지만 대부분 중립적 보도가 많은 것으로 나타났다. 이는 언론의 속성상 중립적 객관 보도를 하고 있으나, 비판적인 시각이 긍정적인 경우보다 더 비중있게 반영된 비판적인 보도유형이 우세함을 보이고 있음을 알 수 있다. 군소 정당의 경우 상대적으로 보도건수가 작으면서 특정 이슈를 이끌어 가지 못함으로 인해 보도 건수도 적으며, 내용의 수위도 매우 제한적이므로 정당의 색깔을 보여주는 보도가 적다.
언론에 보도된 정치인의 발언과 관련한 보도 유형은 정당, 소속 상임위, 지역 등의 요인이 작용하면서 개인의 문제 보다는 특정 정당이나 지역 소속 상임위의 쟁점에 따라 발언의 수위가 달라지는 관계로 언론보도의 논조와 품위 등이 달리 나타나고 있다. 단순 정보나 소식의 전달 이외의 기능을 행하는 것이 일반적이라는 프레임 분석틀에 따라 국회의원 언어구사 내용 분석을 하면 프레임별로 언어 구사의 품위, 사실성, 공정성 지수에서 유의미한 차이가 나타나는데, 단순 정보 전달 방식의 기사에서 국회의원 발언 내용은 중심부에 위치하게 되면서 품위, 사실성, 공정성의 모든 지수가 가장 낮게 나타났다.
