In recent years, there has been a growing recognition within Korea of the importance to society of constructive political discourse and debate. Although progress has been made, Korea’s debate culture is still in its infancy. More specifically, there are many areas in which the election broadcasting debate system needs to be improved. The Election Broadcasting Debate Commission (EBDC) was created in 2004 for the purpose of establishing and promoting political discourse. This study assesses the progress made by the EBDC towards this end. It addresses the role of Korea's election broadcasting debate system within the public sphere, the development of programs to educate college students and politicians in the practice of debate, and means of instilling within elementary, middle, and high schools students the foundations for political debate and discussion. In each of these areas, recommendations are made for improvement. In particular, educational programs still need to be created. It is hoped that through further progress, political discourse will perform the functions of a “sounding board” (Resonazboden) and a “warning system” (Habermas, 1992) on public issues that should be dealt with by the political system.

본 연구는 토론문화 활성화를 위한 공공의 역할에 대한 정책 제안적 연구로서 선거방송토론위원회의 역할을 분석하고 효율적인 발전 방안을 제안하는 것을 연구목적으로 한다. 정치 공론장으로서 선거방송토론의 중요성이 점점 강조되고 있고 그 활용도도 점차 확산되고 있으나, 한국의 선거방송토론 제도는 개선해야 할 많은 문제점을 안고 있다. 또한 한국의 토론교육과 토론문화는 아직도 초기 단계에 머물고 있고, 선거방송토론에 대한 교육 프로그램은 찾아보기 힘든 실정이다.
본 연구에서는 첫째, 정치공론장으로서의 한국의 선거방송토론제도의 현황과 문제점을 분석한다. 둘째, 선거방송토론 교육프로그램 개발을 위한 제언을 하고자 하며, 셋째, 초･중･고등학교 토론문화 활성화방안에 관해 논하고자 한다. 이러한 다양한 노력들이 수반될 때 정치공론장으로서 선거방송토론은 정치체계에서 처리해야 할 현안들에 대한 “공명판”(Resonazboden)의 기능(Habermas, 1992)을 제대로 할 것이며 사회 전반적으로 민감한 사항에 대한 경고체계(Habermas, 1992)의 역할까지 수행하게 되는 동시에 한국에서의 토론문화는 더욱 활성화 될 수 있을 것이다.
