Defense offset program is one of the important acquisition practices to invest defense budgets efficiently, promote the defense industries, and strengthen armed forces capability throughout the acquisition of defense core technologies, parts production, depot level maintenance capability, and the upgrades of weapon systems. Therefore, it provides a window of opportunity to obtain defense core technologies and other valuables from the seller while not violating the relevant WTO agreements.
The current procedures of offset proposal priority selection needs more appropriate criteria based on the relevant guidelines and theories. Therefore, this paper presents the Defense Offset Proposal Priority Selection(DOPPS) Model with in-depth analyses and its actual applications to Defense Agency for Technology and Quality(DTaQ) for the last two years. It provides more credible and objective methods for the purchaser that prioritize their total defense offset proposals for their acquisition projects in the future.
