This study aims at designing indicators for measuring the R&D efficiency of defense industry by using Data Envelopment Analysis(DEA) which is a technique used to measure the efficiency of Decision Making Unit(DMU).
For this purpose, we used the following steps to design the DEA indicators;
First of all, we categorized the R&D organizations in defense industry into two types: Research oriented and Development oriented. We also developed indicators to describe the output level of each organization type. These indicators are used to estimate both the qualitative and quantitative output level.
We then conducted overall efficiency analysis and window analysis using DEA -CCR to measure the R&D efficiency of each organization type. Further analyses, including technical analysis and scale analysis usnig DEA -BCC, have been performed to suggest the direction for efficient resource management.
