This treatise suggests the way of operational promotion and organizational management for No gun-Ri Peace Memorial Hall in Peace park, opening in 2011, located No gun-Ri, Hwang gan-Myun, Young dong-Gun, Chungbuk. No Gun-Ri affair is for revealing the truth of American Army's crime that they have killed hundreds of No Gun-Ri refugees at the early or Korean war and that is an international case of 'victim centered human right movement'.
The peace park established based on a special law of No gun-Ri affair, can be said the place of human right and peace, therefor, the management of memorial hall is an essential facility for conveying the meaning. Accordingly, No gun-Ri Peace Memorial hall has been given the character and orientation of a cultural and educational facility which has historical site-specific, therefore, this article suggests suitable exhibition and education programs. For development strategy, the memorial hall should provide various special exhibition and memorial events so that induces revisitation and also focus on audience development with approaches in age, gender, occupation specific, and more and reinforcing archive's function with diversifying institution's activities. Especially, it emphasizes on need of popularizing the memorial hall's activities by setting up the master plan. Moreover, in organizational management, it emphasizes professionalism of memorial hall's activities in the premise of proper placement and practical application of a private sector.

본 논문은 충북 영동군 황간면 노근리에 2011년 개관 예정인 노근리평화공원 내 노근리평화기념관의 운영 활성화와 조직운영 방안을 제안하기 위한 것이다. 노근리 사건은 한국전쟁 초기 노근리에서 다수의 피난민을 살상한 미군의 범죄에 대한 진실 규명을 이루어낸 것으로, ‘피해자 중심 인권운동’의 국제적 사례라 할 수 있다. 노근리사건특별법에 근거하여 조성된 평화공원은 매우 중요한 인권과 평화의 장이라 할 수 있으며, 특히 기념관 운영은 그 의미를 살려내기 위한 핵심적인 시설이라 할 수 있다. 이에 따라 노근리평화기념관을 역사적 장소성을 보유한 문화교육형의 시설로 성격과 방향을 부여하였으며, 이에 적합한 전시와 교육 프로그램을 제안하였다. 발전전략을 위해서는 다양한 기획전과 기념사업을 통한 재방문 기회를 제공하고, 연령별, 대상별 접근을 통한 관람객 개발의 노력과 연구소 활동을 다각화함으로써 아카이브 기능을 강화할 것을 제안하였다. 특별히 기념공원의 특성을 살리기 위한 마스터플랜 수립을 통해 기념관 활동을 대중화할 필요성도 강조하였다. 또한 조직 운영에 있어서도 기념관 활동의 전문성을 살리되, 민간 전문인력의 적절한 배치와 활용을 전제로 할 것을 제안하였다.
