In this thesis, research about professional human resource in National Theater of Korea, investigate the actual conditions by professionals and experts confirmed the need for secure and nurturing, and even local culture and the arts and cultural nostalgia for the promotion of local residents as a meaningful policy document is aimed to study. For this, study about the administrative and professional staff in National Theater of Korea, and inspect of the creativity and experience different working conditions were generally in terms. In addition, access by the operating entity or local government by direct management systems, facilities management public corporation charged with operating systems such as corporate professionals, depending on your operating system and resulting in the perception of competition between facilities was proposed.
Nevertheless, irregular or short-term contract employment as a whole lot of poor job stability is not much different from that revealed. Furthermore, to enhance professional expertise essential to retrain the system too vulnerable to political awareness about workforce development issues is imperative. Especially Performing arts professionals, the planning and promotion marketing, finance and budget management, and considering the stage of technical expertise and industry and the education system needs, these efforts through the National Theater of Korea will be the realization of a public nature.

본 논문은 한국 국공립공연장의 전문인력 실태를 조사함으로써, 전문인력 확보와 육성의 필
요성을 확인하고, 나아가 지역의 문화예술과 지역민 문화향수 증진을 위한 정책 자료로서의 의미를 갖는 데 연구의 목적을 두고 있다. 이를 위해 국공립공연장의 행정인력과 전문인력의 현황을 살피고, 전문인력의 창의성이 발휘되기 어려운 여러 근무 여건과 환경을 일반적 차원에서 점검하였다. 또한 운영 주체별로 접근하여 정부나 지자체 직영체제, 시설관리공단과 같은 공기업 위탁운영체제, 법인 운영체제에 따라 전문인력에 대한 인식과 그로 인한 시설 경쟁력의 차이를 제시하였다. 그럼에도 전반적으로 비정규직이나 단기계약직 채용이 많아 고용안정성이 열악하다는 점은 크게 다르지 않게 드러났다. 게다가 전문인력의 전문성을 높이기 위한 재교육 체계 역시 취약하여 근본적인 인력 육성문제에 대한 정책적 인식이 절실하다. 특히 공연예술 전문인력은 기획과 홍보마케팅, 재무 및 예산 관리, 그리고 무대기술 등 분야별 전문성을 고려한 교육체계가 필요하며, 이러한 노력을 통해 한국의 국공립공연장의 공공성 실현이 가능할 것이다.
