In this thesis, study about changing policy and asked about competition in new condition, and that situation in check in the professional expertise of the ultimate goal is a new role proposed.

In this situation, needs about role of professionals, planning strategy and diverse expertise, get cultural marketing ability, requires a philosophy of community involvement was based on these professionals to ensure a truly competitive venues presented.

본 논문은 한국의 국공립공연장이 정책 환경 변화에 따라 경쟁력을 어떤 형태로 요구받게 되었는지를 살펴보고, 그 속에서 전문인력이 처한 환경을 점검하면서 궁극적으로 전문인력의 새로운 역할을 제안함을 목표로 한다. 이를 위해 책임운영기관제도와 공연장 특성화 정책, 그리고 법인화와 민영화 제도 운영, 지역의 문예회관의 현실을 살펴보았다. 그러나 제도적 의지와 달리 국공립공연장의 현실은 여전히 전문인력의 불안한 신분 여건을 해결하지 못하고, 지극히 관료적인 행정 절차와 비효율적인 업무 관행을 면치 못하고 있다. 이런 상황에서 전문인력의 역할을 전략기획적 업무 수행능력과 다양한 전문지식의 확보, 문화마케팅 역량의 획득, 지역사회 참여에 대한 철학을 요구하였으며, 이러한 전문인력을 토대로 한 진정한 의미의 공연장 경쟁력 확보를 제시하였다.
