The Art NPOs in Japan have been a rapid development for the last twenty years. The aims of this paper are to provide an account of this phenomenon and to explore current arguments and issues for the future.
The paper discusses institutional and financial contexts of the Art NPO sector, which have been unfavourable to its development. It describes recent changes helping the development of the sector, including the new legislation on the Promotion of Specified Nonprofit Activities. The paper argues that for a further expansion of the Art sector, issues related to financing and management need to be addressed. Japanese Art NPOs were defined as being in the birthing stage, and as such, were mostly concerned with cash flow problems(ex. fundraising...). The studies of NPO financial data focusing on the funds revealed that both small and big NPOs kept a rather good financial ratio. There is a need for research on management to progress such that clarification of the managerial role in Art NPOs can be based on the analysis of the organizational principles, even as specialties trend toward differentiation.

일본의 예술NPO는 지난 20여 년 동안 빠르게 발전해 왔다. 이 논문은 이러한 배경을 가진 비영리 단체, 특히 예술 NPO에 대한 현황을 분석하고 현 논쟁 및 과제들을 중심으로 정리하였다.
이 논문에서는 1999년 이후부터 시행된 특정비영리단체 활동을 촉진하기 위한 법안 마련이, 제도적 및 재정적 정황이 그리 좋지 못했던 상황에서 예술NPO 발전에 크게 기여했다는 것을 논하게 된다. 그리고 더 나아가 예술분야의 재정적 및 운용적 측면에서의 논의와 과제들에서 우리에게 주는 시사점을 찾고자 하였다.
일본의 예술NPO 단체들은 생겨나면서부터 자금 문제에 접하게 된다. 그것은 NPO 규모의 크고 작고에 상관없이 재정적 어려움은 자료들의 분석에서 쉽게 알 수 있다. 그리고 예술NPO에 대한 운용에 있어서 경영자의 역할 및 매니지먼트는 그 연구의 진전이 요구되어 지고 있다.
