By spread of the movement of large scale population as overseas koreans, foreign workforce, a marriage emigrant etc. is increased rapidly, korea has changing quickly to multi-race․multi-cultural society. The number of foreigners residing in the country surpassed the 1 million mark in August, 2007 and reached 1.16 million, 2010 and is still rapidly rising. This dramatic change, however, also has brought some unexpected issues that need to be concerned. In this study, changes of multi-cultural society which is already experienced in Korea will be recognized and problems will be perceived by understanding of the multi-cultural society of Korea. After that, crimes of multi-cultural society and its countermeasures will be found out. First of all, as alternatives and understanding of multi-cultural society, directors of government officers holding high position or chiefs of police need to have close relationship with immigrants living in multi-cultural society. Local people and public institutions do their best for multi-cultural community as much as possible. Furthermore, artistic activities are needed to understand and combine multi-cultural society. Keeping an open mind is also important to accept foreigners as our neighbors. Reforming is implemented by cooperating various institutions in a systematic and integrated way. As police's crime prevention concerning multi-cultural society, professional experts must be employed and specialized department taking multi-cultural society needs to be established and enhanced. As increased number of immigrants is causing various crimes, computerized fingerprint must be established and expanded to identify immigrants as one of methods to reduce increased crime. Also, recruiting polices from immigrants will be useful to consult multi-cultural families and prevent crimes in multi-cultural society.

우리나라는 초국가적 인구이동의 확산으로 이해 외국동포, 외국인력, 결혼이민자 등의 급증으로 다인종․다문화사회로 빠르게 변화하고 있다. 국내체류 외국인은 2007년 8월 100만 명을 돌파한 후, 20010년에는 116만 명에 달하는 등 갈수록 증가하고 있다. 다양한 국적의 체류 외국인들이 증가함으로써 예기치 못한 문제들이 수반되고 있다. 따라서 다문화사회를 준비하기 위한 치안확보가 무엇보다도 시급하다고 할 것이다. 본 연구에서는 이미 한국에서 겪고 있는 다문화사회로의 변화 추이를 인식하고 한국의 다문화사회 이해와 범죄현황 분석을 통하여 문제점들을 알아보고 다문화사회의 범죄와 그 대응방안을 알아본다. 우선 다문화사회의 이해와 대안에서는 외국이주주민과의 접촉을 위해 관할서장 뿐만 아니라 지방청장 등 고위간부가 직접 외국이주지역주민들과 관계를 맺고 지역주민과과 공공기관이 외국인 공동체를 위해서 최선의 노력을 다하고 있음을 나타내는 기회를 가져야 한다. 그리고 다문화사회 이해 및 통합을 위한 문화예술 활동과 다문화사회와 가정에 대한 편견과 닫힌 사고에서 벗어나 외국인도 우리의 이웃으로 받아들이는 개방된 사고와 행동이 필요하다. 또한 개혁의 흐름은 과거의 한 기관 중심에서 벗어나 다 체계적․통합적 관점에서 다양한 기관들이 협력을 하는 다기관 협력체제를 통해서 실행되어야 한다. 다문화사회의 문제에 대한 경찰의 범죄 대응방안에서는 전문 인력의 인프라를 구축하고 다문화 전담부서의 신설과 강화와 외국인 거주자가 늘어남으로 인한 발생하는 범죄와 증가를 줄이기 위한 방법으로 외국인지문확인 시스템의 구축 및 확대, 이주민의 경찰채용을 통한 다문화가정의 지원․상담, 외국인 범죄의 예방과 진압 등에 활용한다.
