The aim of the study was to suggest alternatives for activation of the health care tourism and leisure industries in the case of Gangwon Province, Korea. To accomplish this aim, core issues were explored by reviewing previous literature, including statistical annual reports, policy reports, interviews and so on. As a result of this paper, the suggestions were as follows: Firstly, healing tourism based products should promote the use of inner strength for activation of the health care tourism and leisure industries. Secondly, professional human resources should be developed for the operation, health care, medical tech and multilangual environment. Thirdly, a special program should be developed for health care in order to utilize comparative advantages of the medical center located in Gangwon Province. Fourthly, a network for attracting health care tourists should be established, which includes an abroad agency, a travel agent, and a homepage. Finally, synthetic collaboration should be built and operated, by companies, research institutions, and consumer and public organizations. This will provide visions, assessment and cultural information for health care tourism.

이 연구는 의료 환경 측면에서 고도화된 수도권 또는 전문화된 지역과는 상이한 의료 환경을 가진 강원도 지역이 의료관광객을 유치하여 의료관광산업을 활성화하기 위해서는 어떠한 접근을 해야 하는가?에 대하여 논의하였다. 이를 위하여 이 연구에서는 공공 연구기관의 설문조사 결과와 의료 환경 조사 결과를 중심으로 각 통계자료, 정책보고서 등을 고찰하는 문헌연구를 실시하였다. 강원도 의료관광산업 활성화를 위한 의료관광 환경을 분석하기 위하여 지역의 의료서비스, 잠재 의료관광객의 의견 등을 수집하였고, 이에 근거한 강원도 지역의 의료관광산업 활성화 방향은 다음과 같다. 첫째, 지역 의료관광산업을 활성화하기 위해서는 강원도의 내부 강점을 활용한 치유관광 지향 의료관광상품을 개발할 필요가 있다. 둘째, 의료관광 운영, 의료, 유치, 의료기술, 언어 등의 면에서 우수한 의료관광 전문인력을 양성해야만 한다. 셋째, 지역의 자체 병원 경쟁력에 기반한 특화프로그램을 개발할 필요가 있다. 이를 위하여 강원도 영동과 영서지방의 의료경쟁력 기반 특화상품과 국제적 공신력을 확보하기 위하여 국제병원인증을 받아야 할 것이다. 넷째, 의료관광객을 효과적으로 유치하기 위하여 의료관광객 유치망(해외 에이전시, 여행사, 홈페이지 등)을 구축해야 할 것이다. 다섯째, 지역의 의료관광산업 활성화를 위하여 산업체, 연구기관, 소비자, 정부 등의 통합적 연결망인 산․학․민․관․연 연합체를 구축하여 평가, 문화정보 제공, 비전 등을 제시하여야 한다.
