The purpose of this paper is to analyze the program of the World Youth Baduk Festival basing on a Korean representative youth Baduk festival. Through analysis of the festival, suggestions which could be achieve the ultimate goal of the World Youth Baduk Festival are advised. 2009 World Youth Baduk Festival made a significant contribution on publicizing the influence of international Baduk and leading a wholesome entertainment culture to the world. However, the festival were criticized for programs and contents. For giving the truest definition of Baduk Festival, research is needed on reviewing the program and improving the program. For developing World Youth Baduk Festival, it needs to be constitute festival's concepts and programs. In order to avoid duplicate programs, it is necessary to develop a diversiform and original program, plan cultural events for encouraging local residents to participate and through the development of high-level and diversiform programs, the concepts of festival will be suited for players and citizens.

이 연구는 한국의 대표적인 청소년 바둑축제로 볼 수 있는 세계청소년 바둑대축제의 프로그램 분석을 통해 축제의 궁극적 목적을 실현할 수 있는 바둑대축제 프로그램을 제안하고자 하는 데 목적이 있다.
2009년 시작된 세계청소년 바둑대축제는 국제 바둑계에 청소년의 건전한 놀이문화 선도와 영향력 확대를 세계에 홍보하는 것에는 기여를 하고 있지만, 축제의 프로그램 및 내용에 있어서는 비판을 받고 있다. 진정한 바둑축제의 장이 되기 위해서는 프로그램 전반에 관한 재검토와 프로그램 개선에 대한 체계적인 연구가 필요하다.
세계청소년 바둑대축제가 발전하기 위해서는 프로그램의 구성과 홍보체계를 조절함과 동시에 축제의 컨셉을 명확하게 구성해야 될 것이다. 중복되는 프로그램을 지양하고 바둑대회의 다양성 및 독창성을 보여줄 수 있는 프로그램 개발, 지역민의 참여를 유발할 수 있는 문화행사 기획, 수준 높고 다양한 부대 프로그램 개발을 통해 국제축제로서의 위상 정립으로 참가선수와 시민들이 함께 어울릴 수 있는 축제의 장이 마련되어야 할 것이다.
