Church planting is a difficult task in the contemporary Korean society. It is because of the slow or minus growth of the church not to mention the increase of the budget for the church planting. That church members often move into other churches as well as that the fierce competition with other churches is inavoidable frustrate the church planters. Furthermore, the redevelopment policy of the government not only makes the church planting difficult but also threatens the established churches. The number of publications that suggest many ways to help the small churches is not satisfactory. This paper provides the practical theological tasks by surveying some examples of church planting and by suggesting some alternatives from perspectives of missiology, church worship, christian education and pastoral counselling. It suggests three points: first, that the cooperative research of the many sub-areas in practical theology for the basic research of the present circumstances of the small church and the long-term project to solve the problem is required; second, that the practical theological consortium of the denomination headquarter, mid and small size church pastors, and the academia to share the feedback is needed; third, it examines the successful cases by providing the examples of the manuals of each sub-areas for the small church in America.

오늘날 한국적 상황에서 교회를 개척하는 문제는 아주 어려운 문제가 되었다. 교회 개척에 따른 비용의 증대와 함께 더 큰 문제는 개척을 해도 성장하는 것이 쉽지 않다는 것이다. 기존의 교회들과 경쟁해야 하고, 전도해서 잘 양육해 봐야 더 큰 교회로 이동하는 경우가 많다. 또한 한국적 상황에서 최근의 재개발 정책은 교회 개척의 조건을 더욱 어렵게 할 뿐만 아니라, 그 지역 내에 있는 기존의 교회들에게도 대단히 위협적이다. 이러한 상황에서 목회현장에서의 작은 교회를 살리기 위한 다양한 시도들과 이에 대한 서적들도 출간되고 있지만 아직은 소수에 그치고 있는 형편이다. 이 글의 목적은 선교학, 예배학, 설교학, 기독교교육, 목회상담학 등과 같은 실천신학의 다양한 분야들이 공동으로 이러한 문제들을 어떠한 관점에 접근해야 하며, 여기에 대한 어떤 실제적인 도전들이 있는지 그리고 그에 대한 대안들이 무엇인지를 살펴봄으로서 실천신학적 과제를 제시해 본다. 그래서 이 글은 작은 교회에 대한 성서적 근거와 정의를 내리고 그 과제와 대안으로 우리는 세 가지를 제시하였다. 우선 실천신학 내의 다양한 과목들은 이 문제에 대한 공동 연구가 필요하다는 점과 작은 교회들에 대한 실태조사, 전망 그리고 과제들에 대한 기초연구에서부터 장기적 계획 아래서 어떻게 자립할 수 있는지에 대한 구체적인 공동의 연구가 진행되어야 한다는 것을 제시하였다. 다음으로 실천신학 컨소시엄을 통해 목회현장에서 각 교단 본부는 물론이고 중소형과 대형 교회의 목회자들과 함께 피드백을 나누어야한다는 점을 밝혔다. 세 번째로, 상황의 변화에도 불구하고 전지구적 차원에서 성공한 사례들을 연구하는 태도가 필요하기 때문에 미국의 경우 작은 교회들을 위한 매뉴얼들이 주요 영역별로 어떻게 제시되어 있는지를 보여주었다.
